Secondary Vocational Schools To Implement The Policy Of Guarantee Mechanism Of The Credit System

It is an important policy which is advanced in the vocational education field nowadays that the credit system is implemented in secondary vocational schools. It is also an important measure which can promote the development of vocational education to meet the demand of booming economy and deeply implementing of quality education. But there are some problems in the secondary vocational schools, such as the limiting of outdated traditional modes of thought, the shortage of high quality resources, the delaying of course construction and the lacking of outside support policies. Therefore, it is necessary to establish the policy guarantee mechanism for implementing the system of credit policy, that is to say, to protect the credit system being implemented effectively in secondary vocational schools by policy.This dissertation sets three parts. In the first part, the author sets forth the historical evolution and basic concepts of credit system and gives the main reasons why the system should be put into force in secondary vocational schools. In the second part, the author analyzes the problems that exist in trying the credit system in recent years in the schools. And then clarify the signification of establishing the policy guarantee mechanism that can guide, coordinate, regulate and impel the organization implementing. In the third part, the author attempts to construct the policy guarantee mechanism implementing the credit system in secondary vocational schools. The methods are to enhance the research of credit system, to improve the policy system of credit system, and to realize the breakthrough of policy in some aspects, for example, transferring the diploma and grant right to the schools, setting up the center to recognize credit each other in certain area, making the expense standard of credit.
