Along with the continuous development of economy and society in China, the number of college students exploded in the past decade. One of the problems that come with the expansion is that college graduates in Guangxi have more difficulties in job hunting. Providing quality service for the graduates' employment becomes an important part of the fully implement of the 18th National Congress of the Communist Party of China (CPC) and the building of a moderately prosperous society in all aspects. This relates to the vital interests of high school graduates and the millions of households, to the sustainable development of higher education. Back in 1993, the central government has issued "China education reform and development outline", which become a symbol of employment system transition from "guarantee job assignments" to "mutual selection between graduates and companies". Following by the instructions of provincial college graduate employment service center in Guangxi, all universities and colleges in Guangxi province has set up graduate employment service institutes of their own around the beginning of 21st century under new market circumstance. After years of hard working, college graduate employment service system, which consists of graduate employment institutes at all levels, has played an important role in promoting the employment of college graduates. Guangxi graduates'employment service also has made great achievements. But one has to admit, there are still many problems need to be solved. A lot of work must be done to optimize and perfect the college graduate employment service system. This article studies the optimization and perfection of the employment service system for college graduates in Guangxi based on the public service aspect. The purpose of this study is to improve the efficiency of Guangxi college graduates'employment service system and to provide better service for the college graduates.Firstly, this article analyzes and revises the existing domestic and international researches and related theoretical concepts from three perspectives: college graduates'employment, public employment service and college graduate employment service system. Hoping that it can figure out some ways of the optimization and perfection for the college graduates'employment service system by making "public service" as the starting point. Secondly, it analyzes the situation of college graduates'employment in Guangxi, and the status of the development of college graduates'employment service system in Guangxi. By looking up some related documents, it turns out that there are inadequate researches about this issue based on the public service point of view. Some of them lacked of data support. Therefore, the purpose of this study is to summarize the current status of college graduates'employment and of the college graduates'employment service system, to find problems that exist in the system and the reasons behind it by using questionnaire survey and staff interview. There are four problems which worth paying attention to:firstly, information asymmetry is becoming severer in the labor market:secondly, college employment service funding shortage as well as the imperfect institutional settings and staff team construction has been holding back the progress of the perfection of the system. Thirdly, the pattern of talent cultivation has been disjointed to the reality. Lastly, the evaluation system of college graduates'employment service in Guangxi is unsound. Those problems stated above are greatly weakening the function of employment service system, which reduce efficiency when offering employment guidance and service for the college graduates. The author has done some study work in order to find out the reasons why these problems exist. The result turns out as follow:firstly, government didn't pay enough attention to the college graduates'employment service. Secondly, government leadership shortage leads to severe information asymmetry. Thirdly, colleges'supervision and management of the employment service didn't work functionally. The forth, financial support for the college graduates employment service is inadequate. The fifth, the effect of market orientation is insufficient. Lastly, inadequate social participation has caused the imperfection of graduates'employment evaluation mechanism.Aiming at the problems existing in the college graduates'employment service system in Guangxi and the reasons which cause the problems, through advanced experience provided by the domestic and foreign regions, six countermeasures can be taken:first of all, enhance the awareness of the importance of college graduates' employment service. Secondly, reduce the adverse effect caused by information asymmetry by working on many lines; Thirdly, Strengthen the leadership and supervision of college graduates' employment service organization. The fourth, increase input for the employment service, perfect the colleges organization framework, create a staff team labeled with high-quality, professional and specialization; The fifth, comprehensive market investigation must be made before setting up the talent cultivation pattern. The last but not the least important, design and add several new evaluating factors into the evaluation system, improve the social motivation of joining the evaluation of college graduates employment service. Renew and perfect the college graduates' employment service evaluation system.
