With the development of society and economy, people pay more attention to education equity. Controversy has been neve r stopping between justice and efficiency, with the deepening of education reform, educational balanced development has become the mainstream. As the important component of education in our country, the rural weak schools is the outstanding problems in rural education, the development of rural education is related to the development of basic education in C hina. In order to solve the problem of the rural weak schools, in 2010, our nation carry out the rur al weak school transform plan. Since 2014, our nation implemented the project that comprehensive improve the weak school basic operating conditions of poor region. Understanding the current situation national policy implementation has great significance for improve the national education resource utilization efficiency, and promote the long-term development of the rural weak schools.This study takes Q county in Gansu province which has been implementing the “comprehensive improve the weak school basic operating conditions of poor region" as object. This study were investigated the local education bureau, and nine schools from four school districts, including three schools which are rural small-school. The author made in-depth interviews with ten staff in local education bureau and nine the headmaster. The author using the method of observation and interview to investigate the current situation of Q county in Gansu province which has been implementing the “comprehensive improve the weak school basic operating conditions of poor region”, the results show that the “comprehensive improve the weak school basic operating conditions of poor region” improve the Q county rural poor school conditions effectively, narrow the gap between urban and rural areas, promote the balanced development of compulsory education, but there are some problems in the process of policy implementation: targets are too single, the local plans are still unscientific. And analyze the reasons, the reasons are the following, the goal implementation lack of system thinking and planning, plan is not in conformity with the actual situation, the implementation mechanism is not sound etc. In order to promote the” comprehensive improve the weak school basic operating conditions of poor region”, to deal with the problems in the following implementation process, it should plan the project scientifically; simplified administrative procedures, improve the social participation in the process of implementation; and continue to intensify investing the region which has financial difficulties; finally improve educ ational condition and improve the quality of education in parallel.
