College students are included in the urban residents’ basic Medicare systemduring the “new medical reform” of China, which not only enlarges the scope of thesocial mutual aid, enhances Medicare of college students, but also alleviates domesticeconomic burden caused by diseases and helps achieve social equality. Collegestudents’ basic Medicare system in Chengdu has been established and executed underthe interference of the government. However, the practice since the introduce of thissystem shows that the present college students’ basic Medicare design and the relatedsupporting measures cannot solve the behavior restriction problems for the two sides ofsupply and demand in the medical service. Thus, moral hazards are aggravated and theoperating efficiency of college students’ basic Medicare system is slowed down.On clear understanding of development process of college students’ basic Medicaresystem in Chengdu, this essay uncovers the practical problems in its operation throughthorough analysis of this system’s implementation status, finds out the root of noefficiency of the present system with the help of theories concerning publicmanagement and thus provides policy suggestions for perfecting college students’basic Medicare system in Chengdu.The conclusion of this essay is that as the social manager and public affairsorganizer, the government has a core function—insurance of the order of the publicservice supplies and protection of the implementation mechanism.(1) Design andperfect college students’ basic Medicare system from college students’ practicalinsurance needs and will. Supported by the questionnaire survey results of college students’basic Medicare system in Chengdu, this essay thoroughly analyzes the specificmeaning and implementation results of this policy at present, finds out the root of noefficiency of the system and proposes policy suggestions for perfecting it. In the studymethod, this essay uses theories such as public management, public service and publicpolicy execution, etc. Relying mainly on questionnaire stratified sampling method andassisted by literature research method and comparative study method, this essayanalyzes factors to hinder the execution of this system from aspects such as publicpolicy, execution target of public policy and its implementation environment. In thestudy conclusion, this essay is based on analysis of the specific environment andcollege students’ features in Chengdu. Integrating with the successful insuranceexperience of international and domestic college students, this essay proposes solutionsfor perfecting college students’ Basic Medicare system in Chengdu and thus ispractically instructive.
