On December 23, 2008, the State Council and the Minis try of Education issued documents, according to teachers’ income distribution and management s ystem; it put forward instructions about performance salary and performance management. At the same time, it points out that to do a good job of teachers’ performance evaluation is the inevitable requirement to carry out performance s alary system, and the results of the assessment is the main basis of the distribution of performance salary.Performance evaluation is used as a means in the process of performance management; it belongs to the category of management science. In mid and late 19 th century, it originated in the British civil s ervice system reform, and then the United States and other western countries followed and improved in order to generalize it gradually in two fields which included the official management and the enterprise management. Half of the 20 th century, Europe and the United States and other countries introduced the performance evaluation into the field of education, has carried on the theoretical res earch and practice on the individual. In the 1990 s, studies on teachers’ performance appraisal education arose gradually in our country.Since 2009, the experimental primary school in Yulin,Shanxi put the school teachers’ performance apprais al work into effect. In recent years, the school teachers’ performance apprais al work, which has accumulated experience, has achieved what success, and still has what problem, what is the cause of this problem? With these problems, the research regards the experimental primary school as the object, us ing literature method, case study method, questionnaire survey and interviews and other methods, doing a thorough res earch on the school teachers for the implementation of performance appraisal.In the process of research, the writer combined his own experience which gained from the engagement of unit labor management, tracking and witness ing the performance evaluation work of the experimental primary school, and having a more objective understanding of the whole development process of the work, so regarding it as the object of this case study. The thes is is mainly divided into six parts. First of all, starting with both research purpose and s ignificance and research s ituation at home and abroad. Secondly, from the basic situation of experimental elementary school, the teachers’ performance appraisal problems combined with the questionnaire and the interview analys is to analyze and identify the mainly cause of the problem: s ingle assessment subject; lack of performance apprais al advertis ement and training; imperfect and unscientific school evaluation s ystem; unrefined assessment reference; teachers’ mis understanding of performance wage policy; the main leaders hip attach less importance and s upport and so on. At last, in view of the existing problems, from the principle of performance evaluation of primary school, the writer points that we s hould enhance the leadership’s support and attention. The des ign of performance evaluation unites quality and quantity. Also it should enhance the divers ity of apprais al s ubject and rais e the scientific of the evaluation index. Fair, transparent and efficient evaluation institutions can ensure performance evaluation work. Prompt and reasonable performance evaluation result feedback, improves the incentive mechanis m, and vigorously promotes the work and other suggestions, etc.In a word, the writer hopes that through this study can not only provide some useful suggestions and reference for experimental primary school performance appraisal, but also the more important thing is that it can help and promote in other elementary school in Yulin.
