Education is the basic project of century-long significance, and the development of education relies on the teachers. In order to attract talents to teach and to arouse the teachers'initiative, in December 2008, the State Council considered and approved in principle the"guidance on implementation of performance related pay in compulsory schools", decided that from January 1st, 2009, compulsory schools all over the country implement performance related pay to ensure that the average salary level of teachers is not lower than that of local civil servants. The policy insists on the principal of"more work, more pay"and"the greater the contribution, the higher the pay", mainly titling to the front-line teachers, key teachers, and other staff who make outstanding achievements. The Ministry of Education further stated in the"guidance on teacher performance evaluation in compulsory schools" in December 31st, 2008 that "performance evaluation is the main basis for the distribution of performance related pay." Consequently, whether we can evaluate the teachers'performance rationally has become the key of smooth implementation of performance related pay policy. However, China's research on teacher performance evaluation in primary and secondary schools has just started, lacking systematical and in-depth discussion. In this thesis, referring to the international development trend of teacher performance evaluation in primary and secondary schools, the current status of teacher performance evaluation in our country is examined, the question is presented and reflected, and then to explore how to build the teacher performance evaluation model suited the conditions of China.The first chapter is an introduction to explain the background and significance of this topic, to review the studies of teacher performance evaluation at home and abroad, and the research route, research methods and innovations are also described.The second chapter expounds the international development of teacher performance evaluation system in primary and secondary schools, after the introduction and analysis of teacher performance evaluation system in the United States, Britain and Japan, the international development trend of teacher performance evaluation in primary and secondary school and its significance to China are put forward.The third chapter discusses the background to implement the policy of performance related pay in China, and examines the current status of teacher performance evaluation in primary and secondary schools, and presents and reflects the problems in the process of performance evaluation.The fourth chapter is the main content of this thesis, focusing on the build of teacher performance evaluation model in primary and secondary schools. Firstly, based on related policy of performance pay and teaching evaluation philosophy of new curriculum reform, combined with the characteristics of education in primary and secondary schools, the rules that teacher performance evaluation should follow are explored; Secondly, the principles of teacher performance evaluation in primary and secondary schools are expounded from four aspects: evaluation subject, evaluation level, the evaluation content, and evaluation function; thirdly, how to create a good institutional environment and to provide an institutional guarantee for performance evaluation are discussed from the perspective of institutional economics; Finally, drawing on relevant economic theory, combined with the characteristics of education in primary and secondary schools, the performance objective management model is proposed.
