Nowadays, human resources has become the strategic resources to promote economic and social development, and lots of countries take the action of developing education and improving the quality of education as a national development strategy. So, it should give priority to the development of good teachers to improve the quality of education.In western countries, there is much emphasis on evaluation of teacher performance as a relatively complete teacher performance evaluation index system has been formed. However, teachers' performance evaluation started too much late in China. Meanwhile, most of the study focused on teacher performance evaluation in the universities while the performance evaluation of teachers in primary school is not so much that no systematic and scientific performance evaluation index system of teacher has been established. Therefore, based on the development goals in Hehuazhuang primary school, this article tries to construct comprehensive performance evaluation index system by taking advantage of the theory of performance evaluation to improve teachers performance and also to be a reference for other similar schools.It mainly analyzes the background and significance of the research and the research situation both at home and abroad in chapter one. And it establishes research ideas and research methods for performance evaluation system of teachers in primary school as the urgent construction issues. In chapter two, it associates with the theory of the performance and performance evaluation and elaborates the theoretical foundation to build primary teachers perfermance evaluation index system. It elaborates performance evaluation status and analyzes the problems that the performance evaluation teachers have in this primary school in chapter three. In chapter four, it constructs a teacher performance evaluation index system in this school. And it is finished by consulting relevant information to screen evaluation index, discussing to establish evalution index with experts, using the AHP to determine the index weights and then determining evaluation criteria, screening evaluation, developing evaluation programs with consulting experts.Besides, both the focus and the difficulty of the study are to build comprehensive performance evaluation index system of teachers in this primary school in this chapter. In Chapter five, it drafts program to improve teacher overall performance in Hehuazhuang primary school. First, it chooses the subject of performance evaluation and set up evaluation group. And then the members of evaluation group gain evaluation result by evaluation information gathering and data handling and analysing. Finally, it establishes measures to improve teacher performance by feedback of performance result. In chapter six, performance improvement are carried out by teachers in this school.Take a teacher as an example, it analyses the performance problems of the teacher through the evaluation result of comprehensive pergormance evaluation index system, and it takes measures for performance improvement at last.
