From 1 January 2009, the national implementation of compulsory school performance pay, to ensure compulsory education teachers average wages of not less than the local average wage of civil servants, which increases the wages of educators in large, wide Carolina talent, promote the development of basic education is of great significance. But in teacher performance evaluation there are some problems to be solved, such as a sound evaluation mechanism, evaluation and other diverse subject. In this study, the analysis of teacher performance evaluation on the basis of research results by selecting a sample of three primary schools in Harbin in-depth surveys to collect data, by identifying the problems, conduct problems of attribution analysis, make recommendations and initiatives.This study is divided into three parts. The first part of the present situation in Harbin City Elementary School teacher performance evaluation were investigated. The second part of the analysis on the basis of investigation summarizes the performance evaluation of primary school teachers in Harbin problems and attribution analysis. The third part is to propose appropriate measures and countermeasures agaist the problems.
