Performance evaluation is one of the important management means to improve the growing up of employees, and promote their working enthusiasm. Likewise, the teachers performance evaluation is an important work of teacher management. It not only inspires teachers' enthusiasm of working, but also promotes professional development of teaches specifically. In 2009,we implemented a performance-based pay system for primary and secondary school teachers nationwide. Teachers' performance salary allocation is mainly based on teachers performance evaluation. If there is no scientific system of performance evaluation, teacher performance salary system is difficult to realize its value. Thus it is not hard to see, the study on primary and secondary school teachers performance evaluation is particularly important. We urgently need to establish a scientific system of performance appraisal system for the primary and secondary school teachers in our country.This paper pointed out the insufficiency of primary and secondary school teachers performance evaluation studies by reviewing the related literature, meanwhile found out the foothold of this study. This paper is mainly divided into four chapters:In part I, I find out the theory basis of this study by carding of correlative theories about the performance evaluation and primary and secondary school teachers performance evaluation. In part II, by researching the investigation and study of three schools in Jilin city and combining with the data sorting out the literature, I summarized the present situation and existing problems of primary and secondary school teachers performance evaluation. Including:(1) Teachers have low awareness of performance evaluation. (2) the actual practices aren't conformity with present systems. (3) Teachers recognition for the results of performance evaluation is low. (4) Teachers performance evaluation is not functioning well enough, etc. In the third part, according to the results of investigation and study, combined with related theories, I analysis the causes of primary and secondary school teachers performance evaluation problems. Including the teachers' performance evaluation system and process of it is not scientific, the results of teachers performance evaluation is mishandled, etc. Part IV,according to the causes and combined with related theories, we put forward countermeasures and suggestions for the improvement of primary and secondary school teachers' performance evaluation. Such as promote the reform of the teachers' performance evaluation system, formulating the scientific and standardized evaluation process, processing performance evaluation results reasonably, etc.
