Local teaching materials are textbooks under the range of curriculum standards, combined with local conditions, and compiled by the school or local educational administrative departments, whose contents are the local culture, to develop knowledge and emotion as the fundamental objective. Development of local teaching materials is for carrying out local courses, to let students recognize their hometown, whose developmental main bodies are local governments and schools, using local resources. Development of local teaching materials is the process of organizing to compile teaching material for characteristics of resident and student. The development of local teaching materials can be summarized as seven areas:(1) The goal of the development of local teaching materials goals.(2) Determine and select the principle of the development of local teaching materials.(3) The developer selected.(4) Choose the function of development of local teaching materials.(5) Choose and organize the content of local teaching materials.(6) The implementation and management of local teaching materials.(7) Evaluation of local teaching materials.Hebei Province, Cangzhou City educational departments compiled the Mei Li Jia Xiang- Cangzhou under the support of national and local policies. This paper surveys the policy, history, geography, language and customs, and conditions of academic research for Mei Li Jia Xiang- Cangzhou. Through interviews and investigation we can find the questions:The developmental goal and principle are not comprehensive; lack of developers; the negative function is not to be explained; the content is not updated periodically; there are less ways to implement local teaching materials, lack of training for teachers; lack of the evaluation of the valuators; Teachers and students do not pay attention to Mei Li Jia Xiang- Cangzhou.There are four major reasons: First, the government departments make imperfect policies and systems, which included imperfect planning, lack of follow-up developmental programs and evaluation criteria; Second, it is the lack of funds that limit developers, follow-up developmental programs and lead to less ways to implement local teaching materials; Third, Lack of relevant talents is leading to teachers use their experience to compile the local teaching materials; Fourth, it is lack of relevant theories that make the diversification of definition and lack of local courses research.This paper gives the suggestion: First, the government should improve the relevant policies and systems, including of improving local policies, personnel system and providing adequate financial resources to ensure the development of local materials; Second, the schools should cultivate teachers about the knowledge of local teaching materials; Third, the family should understand the school work and the implementation of local teaching materials; Fourth, encourage teachers and students to participate in the development of local teaching materials; Fifth, the government, schools, families, teachers and students develop the local teaching materials in common; Sixth, experts and scholars construct the relevant theories, including of unifying definition of local teaching materials, and make relationship clear that the internal and external elements of the local teaching materials, and construct a complete theory of the development of local teaching materials.
