Over the past decade, vocational education has been expanding rapidly, considering the scale, it is playing a more and more important role in China's higher education. But with the social and economic development, national higher vocational education is now assigned a more difficult task, in particular, it is a national project to build one hundred Higher Model School. It is high time that the vocational colleges focus on the connotation construction and enhancing the quality. Additionally, domestic colleges and universities continued enrollment and students are gradually shrinking, making the development of higher vocational colleges face a more severe test. In the new environment, the management of vocational colleges must be closely integrated with the school development strategy, and it is only in this way that vocational colleges can achieve sustainable development and have a chance to become better and stronger. The strategy map is an effective tool for strategic management. It not only makes the strategies being invisible to be visible, but also makes it being complex to be simple. Even more, with its unique framework structure logic, it could describe the strategy concisely and intuitively, facilitating the performance of decomposition. At present, little researches are going on in the domestic colleges and universities, and in the vocational colleges, the less. According to this, the thesis of the paper is trying to introduce a theory of strategy maps, and using it in the performance management of vocational colleges, hoping to enhance the development of higher vocational colleges. Based on this, strategic map theory was involved and converted to be adapted to non-profit domestic colleges, and further study has been done to be applied to manage performance and build general strategic performance management and index systems to contribute to management of vocational colleges.The whole thesis includes four parts, consisting of six chapters. The first part is also the first chapter, in which it expresses the details of the background, the significance of the study, in order to indicate the problems we are about to solve, the main research methods, and finally the general description about the researches content and thesis framework in the form of a chart. The second chapter, being the second part, is the theoretical study and the literature review. In this part, it summarized and defined the concepts about the vocational colleges, performance and other related knowledge firstly, and then focused on anglicizing and researching the concepts of performance management and strategic map, meanwhile listing the progress in related fields at home and abroad. The third chapter, being the third part, it focused on how to build the strategic performance management system in the vocational colleges with the strategy maps, showing the strategic map models and the framework of strategic performance management, analyzing how to establish the performance indicators system in the vocational college. In the fourth part, it gave an example of Hainan College of Vocation and Technique. The very part consists of two chapters, Chapter IV and Chapter V. In the Chapter IV, we drew the strategic map of Hainan College for Vocation and Technology, according to its strategic analysis. The emphasis of Chapter V is studying how to establish the performance indicator systems, and showing the necessity, method and requirement to perfect the systems. In the last part, Chapter VI, it summarized the research results of the thesis, pointing out the limitations and further study suggest.
