With the development of modern university system steadily, colleges and univer sities have carried out the reform of the internal management system, the center of gravity to break down, and the management system of college have improved. As an important starting points of two level management and operation mechanism, th e college performance evaluation has attracted more and more attention and concer n of University managements. At present, there are many problems in university colle ge performance management and appraisal of performance evaluation system, such a s the lack of strategic direction, performance evaluation too much emphasis on the e valuation of the financial dimension,and so on.Therefore, taking advantage of non-p rofit organization performance evaluation tools to improve the level of performance management and establishing the evaluation index system of university faculty perfo rmance is the inevitable trend of improving the level of performance management i n Colleges and universities and achieving the vision,mission and strategic target and taking the road of sustainable development.The Balanced Scorecard as an effective tool for strategy implementation and pe rformance evaluation method, from the financial, customer, internal business proces s, learning and growth in four dimensions to evaluate the performance of the organiz ationin and is widely used and achieved good management in foreign universities. It overcomes the defects of traditional performance management system based on financi al indicators as the core, putting the organization’s strategy into performance evaluati on indicators, purpose, objectives and actions and building the comprehensive multidi mensional performance evaluation system, which is beneficial to the realization o f the strategic objectives of the organization.In this paper, firstly literature research method is used to the domestic and f oreign research status of the performance evaluation and the Balanced Scorecard in th e application of comparative analysis. Secondly, the theory of Balanced Scorecard is introduced, the integrated use of the theory of Balanced Scorecard, key performance indicators(KPI), statistical analysis and othermanagement tools and methods, taking S College as an example, through the strategicanalysis of S college, making clea r of the values, vision, mission and strategic objectives and making paint thestrategy into concrete action strategy map index, and based on the Balanced Scorecard performa nce evaluation framework of KPI, summed up the effective index,constructed the emph asis on customer service, internal processes, learning and growthand financial dimensi ons of four-dimensional comprehensive balance, scientific,reasonable performance eval uation index for S college. Finally, through the staff and students of S college, questi onnaire for empirical research, the reliability and validity of the index system are ve rified, screened the important index, and through the principal component analysis an d factor analysis, the weights assigned to performance evaluation. finally the perfo rmance evaluation index system based on the Balanced Scorecard is finished.
