The Current Situation Analysis Of Classified Management Of Foreign NGO In Chang Sha City

As economy keeps developing rapidly, society changes greatly and people's lives improve significantly, a great number of overseas NGO flooded into China. Overseas NGO has gone through a glorious history of twists and turns of nearly 40 years, along with the development, growth and prosperity of reform and opening up. With the development of foreign NGO in China, functions of our government gradually adjusted. Social relations undergoes profound changes, social conflicts mingled with each other in a complex way, as a consequence, social ethics and values get cleansed deeply.Foreign NGO in China has now become a huge, complex, volatile and multilevel system. To a certain extent, the requirement for their development in China is highly consistent with the tasks of building a socialist harmonious society. Besides, it carries historical responsibility to promote the transformation of Chinese society.While in China, academic research on foreign NGO in China keeps deepening, people are still lack of understanding towards them. What effect do these NGO have? Will the large quantity of foreign NGO in China cause potential hazard? To maximize profit and avoid loss, how could government better manage them? Those are all questions worth of exploring.This paper starts from the introduction of research on the NGO. During these months, the researcher has done much literature review and reference book consultation. Furthermore, relevant departments in Changsha city have been visited and some cases have been collected. Combing theoretical and empirical analysis together, researcher has organized the theoretical basis, outline of development history as well as origin of foreign NGO in our country in this paper. Meanwhile, researcher analyzed the current situation of our management of NGO and the existing problems, then analyze the reasons in detail. Next, the researcher chooses developed countries and some provinces and cities as cases to analyze their method of NGO management, and discuss their experience and lessons further.To sum up, the author made some suggestions for the management of NGO in Changsha from three aspects: government, NGO and the third-party. The suggestions include promoting relevant legislative process, improving the legal tax system and optimizing category management mechanisms and processes. For foreign NGO themselves, they should improve their management mechanism and communicate and cooperate with government actively. At the same time, take the third-party forces into account, using the media to create social atmosphere of public opinion, but also should be timely to establish an independent third party supervision.
