Analysis And Optimization Of Management Process Of Classified Scientific Research Projects In Universities

With the improvement of China's international status,China's rapid development in all fields has drawn more and more attention around the world.Many of them are involved in research and development of high-tech technology in colleges and universities.As an important base for high-level personnel training and scientific research in our country,colleges and universities play an important role in the development of scientific research in our country.More and more scientific research tasks are undertaken by scientific research teams in universities.However,we can find that there is a certain degree of difficulty in confidential management of classified scientific research projects in military enterprises and colleges and universities as a result of the relatively relaxed academic environment and the highly staff mobility in colleges and universities.With science and technology occupying an increasingly important position in economic development,how to improve the management of classified research projects through advanced management thinking and measures,especially in the management of classified work and effectively guarding against the occurrence of various incidents of losing secrets,are the topics of great concern and research by the relevant parties involved in the classified scientific research projects in colleges and universities.In this paper,firstly,the status quo of the management of classified research projects in colleges and universities is analyzed,and the feasibility and necessity of using project management ideas in classified research projects are analyzed.Then put forward the idea of using project management for the management of confidential scientific and technological ideas in colleges and universities,and conducted a focused analysis of some of the knowledge areas that embody the work on confidentiality.WBS in project management plays an important role in this management mode as an important tool.The article also elaborates the application of WBS in the management of classified scientific research.Involved in scientific research project management requires not only a set of scientific management model to achieve the confluence of confidential work and scientific research work,also need to protect the confidentiality of soft culture.This paper discusses the construction of confidential culture,confidential propaganda and education,and the compensation incentive mechanism of confidential scientific researchers.Colleges and universities classified scientific research management should be designed as a systematic project,and should not take "remedial measures" to achieve the effect of confidential work.Changing the working mode of the traditional confidential work department so as to integrate confidential work into the management of scientific research projects is an important way to do well the management of confidential scientific research projects in colleges and universities.
