University teachers are the main force of talent training,knowledge innovation and social services in the universities.Along with higher education scale increasingly expansion,the university teachers then expands increasingly,and the college teachers management becomes an important issue that concerns the development of higher education cause in China.On one hand,the university teachers' classified management is the only way for the personnel management system reform of universities and the important guarantee in promoting the construction of teachers;On the other hand,there are problems need to break through for the university teachers classified management in the aspect of practical exploration and theoretical research.Doing research on university teachers' classified management is beneficial to the localization of university teachers'management theory,exploration of the unique value of classified management of teachers,in order for the better guidance of university teachers' classified management practrices.Teachers' classification management in university is essentially the practice activity that the main body makes differentiation management to full-time teachers in universities by the management regime and standard,which mainly covers six aspects-the classified employment,classified deploy,classified training,classified remuneration,classified assessment,and classified quit.Based on the Strategic Human Resource Management Theory,Educational Talent Theory,Teacher Career Development theory,this paper researches on university teachers'classified management by applying the literature analysis,historical analysis,survey method and comparative research,focusing on the logical framework of problems,reasons and their countermeasures.From the study we found that the university teachers' classified management regime was formulated and issued by central and provincial government,the ministry of education,and many universities during the Period of the Republic of China.The regime was distinguished and characteristic,which is implemented concretely by national academic organization,administration organization and academic institution of university,and helped the higher education in a predicament walked out of a unique development road during the period of the Republic of China's.Since the found of China,the university teachers' classified management regime has being evolving as the development of higher education concept and management system changes,which provides the regime basis for the current practice of university teachers' classified management.While the teachers'classified management in American universities,has the common characteristics both in teachers classification diversity,a relatively complete system of classified management regime,highlighting the humanistic concern,serving as the center,the high salary for teachers,but also there are much difference in the side of universities and teachers.We found that there are some problems in current university teachers' classified management regime after the investigation and analysis on the university teachers'classified management regime in China.Firstly,there is confuse in the terms of legal principle in classified management,which has developed a real barrier to the teachers'development.Secondly,in terms of classification of deployment,the flow of teachers is not free,and the resource is misallocation.Thirdly,in terms of classified training,the training of supply and demand imbalance,and the training form is relatively single and not strong.Fourthly,in the terms of the classified remuneration,the teachers are polarized and the spiritual pursuit neglected.Fifthly,in terms of classified evaluation,the evaluation standard is not perfect,with the orientation deviation,and the unscientific evaluation method.And sixthly,in terms of classified exit,the exit channel is not clear,with the impeded exit basis,and the disconnect of teachers' evaluation.The unhealthy of university teachers' classified management regime,blindly reference among universities,the lag of system construction,excessive praise of classification,the loss of university autonomy,the publicity of classified management regime,the lack of human caring in the classification management regime,the lag of university teachers construction,and the lack of university teachers' balanced management all are the problems that teachers' classified management regime encounters.Based on the research,this paper believes that there are seven principles and seven pairs of relations for the improvement of university teachers' classified management regime.The seven principles are differentiation development,people-oriented principle,diverse participation principle,the principle of step by step,overall coordination principle,legal principle and stability principle.The seven pairs of relations are the successful relation with teachers' classified management and classified development of universities,the relationship between government dominate and universities leading,The relation between position classification and university teachers' classified management,the relation between environmental change and institutional change,university teachers' classified management and the problems of the management of university human resources as a whole,the relation between institutional change and stability of university teachers,and the relation between fairness and efficiency.Some strategies that we should adopt.Firstly,we should construct the scientific classification standard of university teachers'post,with the multilateral coordination system structure including the government,school,and society,and the global system of university teachers' classified management structure,in order to establish and improve the system of university teachers' classified management system.Secondly,we should improve the coordination of university teachers' classified management by improving the university teachers' classified development,enhancing the coordination of university teachers,classified development with university's classified development concept,enhancing the coordination of university teachers classified management system construction with the revolution of university's talent development system,promoting the coordination of organizational structure revolution of university teachers' classified management with the organizational structure revolution of university teachers' classified development.Thirdly,we should improve the university teachers' classified management by expanding the autonomy of universities,improving the overall coordination ability of universities,perfecting the propaganda mechanism of universities,strengthening the university management concept of differentiation,building professional education staff of university teachers' classified management.Fourthly,we should ensure university teachers' full participation of university management decisions,by the way of government's empowerment to university teachers and the teachers' initiative participate.Fifthly,we should perfect the evaluation and retroaction mechanism of university teachers' classified management,by constructing the scientific evaluation index system which accords with the reality of university teachers' classified management,introducing a third party assessment organization,clearing the evaluation object,appreciating the application of the evaluation results.
