Since the reform and opening up,under the promotion of a series of national policies,our private universities have achieved a good momentum of development and become an important force of higher education.However,in the process of development,the contradictions of legal person attributes,unclear property rights,and inadequate financial support have gradually emerged,which has become a fundamental obstacle to the sustainable development of private universities.In order to solve the series of problems,on November 7 2016 the Standing Committee of the National People's Congress adopted the "Decision on Amending the " Law of the People's Republic of China on the Promotion of Private Education "",which legally solved the bottleneck problem that plagued the development of private and universities.However,in the course of practice,this policy cannot be fully promoted for a long time.Although the attitude of the organizers plays a decisive role,whether the policy is operational,whether the preferential support system is in place,and how the interests of teachers and students are guaranteed And so on have a direct impact on the attitude of the organizers.Sichuan,as a large education province in the west of China,has always been at the forefront of the development of the quantity and quality,and the choice of classification management registration currently facing has become the key to the sustainable development and governance of private universities in Sichuan.Therefore,from the perspective of core stakeholder organizers,this paper has an important significance in analyzing the difficulties faced by the current private universities' registration choices.Based on this analysis the difficulties faced by sponsors of private universities in Sichuan from the perspective of the game of interest.have stronger Practicality.The first part of this article is the introduction part,mainly expounding thebackground and significance of the research,and summarizing the related research issues.On this basis,the core concepts are defined.The second part combines the newly promulgated classification management policy,and analyzes the policy development background from three aspects: the “reasonable return” implementation dilemma,the development of private universities into the bottleneck period,and changes in supply and demand for private education.then analysis the legal basis for the policy,finally,analysis the law from the legal person property,property right attribute,tuition pricing,and the related supporting policies The third part introduces the stakeholders of private universities,and classifies stakeholders into core stakeholders and non-core stakeholders from the perspective of influencing the implementation of classified management policies.Then analyzes choice dilemma from the perspective of core stakeholders.caused by policies such as property rights,taxes,land,tuition,etc.The fourth part analyzes the dilemma of the choice of private colleges in Sichuan based on the analysis of the overall selection dilemma.Firstly,it gives a general overview of the development status of private universities in Sichuan,and then summarizes the difficulties faced by private universities in Sichuan through research.Finally,it uses the game of interests to analyze the current situation.The predicament,the game between the interests of the government and private universities,the game between the private universities,teachers,and students.The fifth part adopts the corresponding strategies from the government and the private universities to promote the implementation of classified management policies.At the same time,the interests of various stakeholders in the classification management are integrated so that all stakeholders can develop in a balanced manner.The sixth part summarizes the entire article and,on this basis,looks forward to the future development trend.
