Non-public education is an important component of education industry.Differentiated forms of education are the structural complementary to the education system.In recent years,non-public education has played more and more important role in the whole national education system in our country,which has some positive impacts on the improvement of education,including an increase in the supply of education,the improvement of educational efficiency and educational equality.As being the largest private school in Preschool Education,private kindergarten will make a crucial historical choice in the new era of educational reform under the background of classified management of non-public education.From the central to the local,and the top design of the state to the implementation of the local foundation,the classified management has lied in the critical period with the enactment of the new laws on non-public education in our nation.By means of literature research,questionnaire survey,interview and other research methods,the paper has analyzed the problems existing in the local government of Dazhou city in promoting the classified management of private kindergartens,such as supporting systems to be improved,financial support to be strengthened,and the slow progress of reform and promotion.As a result,the classified management of private kindergartens in Dazhou city has not achieved significant results.Through the study of the policy documents of classified management of private schools issued by the local government of Dazhou city,and the analysis of the current situation of classified management of private kindergartens,it is found that there are some problems and reasons for classified management of private kindergartens in Dazhou city,such as policy environment,financial support and departmental cooperation.By comparing and analyzing the experience and effect of WenZhou and ChongQing governments in classified management of non-public schools,the paper puts forward some strategies to promote the classified management ofnon-governmental kindergartens in Dazhou,including increasing the private kindergarten capital investment,strengthening the cooperation of departments,innovating reform of the new path of four countermeasures and suggestions in order to promote the sustainable development of local private education.This paper is mainly divided into six chapters.The first chapter introduces the research background,research significance,research overview and research methods of the paper.Besides,it combs the domestic and foreign research status of classified management of private schools and the strategies of the government in promoting classified management.The second chapter states the conceptual definition and theoretical basis of the paper.The third chapter illustrates the survey of the current situation of classified management of private kindergartens in Dazhou,by a series of classified management policies sorted out from the state and Sichuan Province to the city.Through questionnaires,individual interviews and other research methods,the status quo of promoting the classified management of private kindergartens in Dazhou city was fully understood and investigated.The fourth chapter describes the problems existing in the reform of classified management of private kindergartens in Dazhou and the fifth chapter introduces the experience of other local governments in promoting the reform of classified management of private schools.The last and sixth chapter putts forward the promotion strategy of classified management of private kindergartens in Dazhou city.
