Grass-roots civil servants are the "cornerstone" of the work of the party and the state.They are responsible for the command,decision-making,organization,coordination and service of government departments at all levels.In the process of deepening the reform in an all-round way,how to use effective promotion incentives to guide grass-roots civil servants to start a business is very important to optimize the construction of the administrative team.On June 1,2019,the General Office of the Central Committee of the Communist Party of China formally promulgated the "Regulations on the Parallelism of Civil Service Duties and Ranks ",which comprehensively adjusted the original system of parallel posts and ranks in China.After the first revision of the system,the system has been implemented for nearly a year,and how the grass-roots civil servants evaluate the system and whether it solves the problem of promotion at the rank level The long time,the small space for career development,the lack of improvement in salary and other issues,whether new problems arise and how to adjust them,the solution of these problems is not only conducive to the reform and improvement of the parallel system of posts and ranks,but also conducive to strengthening the construction of the civil service at the grass-roots level and promoting the realization of organizational goals.This study first reviews and combs the domestic and foreign related literature,puts forward the research focus on the basis of analyzing the domestic and foreign scholars’ research on the post-rank parallel system;secondly,uses the interview method and the questionnaire survey method,through interviews with the representative grass-roots civil servants in Liaoyuan city,understands the implementation of the post-rank parallel system,makes the questionnaire according to the interview result,completes the questionnaire distribution and the data collection and summary.Thirdly,the paper analyzes the data of the questionnaire and concludes the effect and problems of the system.Through the research,it is found that the parallel system of position and rank reveals three problems in its implementation: the establishment of the system The plan is not perfect;the design of supporting system is not strict;the implementation of process management is not in place.Further analysis of the causes of the problems,found that the post and rank parallel system problems are: lack of scientific system design;lack of applicability of supporting system;lack of security of process management.The author puts forward some countermeasures to improve the parallel system of posts and ranks in our country: to improve the scientificdesign of the system by setting up the promotion time and number of ranks scientifically,to strengthen the independent construction of the road of rank,to strengthen the applicability of the supporting system by establishing the independent salary system and the scientific performance appraisal system,and to strengthen the system interpretation and publicity pass and establish a comprehensive process supervision system to improve the security of process management.And then improve the parallel system of posts and ranks,and promote the greater play of the incentive role of the system. |
