Study On Corruption Problem And Anti-corruption Countermeasures Of Grassroots Agencies In Area C Of Chongqing

In recent years,the state has achieved remarkable results in combating corruption,but the corruption situation at the grassroots level is still grim and complex.As the bridge and link between the Party and the government to connect the broad masses,the grassroots agencies perform the functions of law enforcement,management and service,and the construction of Party conduct and integrity directly affects the image of the Party committees and the government and the foundation of governance.Since 2012,Chongqing District C has investigated and dealt with 37 corruption cases at the grassroots agencies,including the case of Li,director of the first detention office in J Street.It is found that there are some common problems in the setting up of grassroots agencies,the construction of teams,and the supervision mechanism.This paper is based on the analysis of the existing problems of the agencies,the impact of the relationship between the agencies,the combination of the theory of street bureaucracy and China's National conditions,and the anti-corruption study at the grassroots level.Few studies have been found to combine grassroots agencies with anti-corruption and to analyse their corruption cases.Therefore,this paper systematically combs the establishment and management of the grass-roots organization in Chongqing Area C,corruption data and trends,and the typical corruption case analysis on collusion and harassment.And through the visit and access to the relevant case files,found that the construction of the regulatory system is not perfect,the quality of the team is not well-balanced.More importantly,through the analysis of the status quo,it is found that the dual management of the system is ostensibly strong,but the supervisory effectiveness of the superior departments will decrease with the increase in distance,and the supervision of the street towns will fail due to the lack of authorization.It is the main problem that the actual alienation of dual management in the system setting is the double runaway.This article generalizes this phenomenon as "double disregard under double management".In view of the existing problems,this paper tries to put forward valuable countermeasures and suggestions from the aspects of improving the regulation system,strengthening the team building,and giving full play to the advantages of the dual management parties.
