Since the founding of new China,China has always attached great importance to the problem of corruption governance, especially since the 18 th National Congress of the Communist Party of China, the fight against corruption and the construction of anti-corruption have been raised to a new height, and the emphasis has been put on the construction of the system and mechanism of "dare not corrupt, can not corrupt,do not want to corrupt".With the efforts of the whole party,China’s anti-corruption has achieved remarkable results.Although the anti-corruption practice in our country is effective at this stage, the report of the 19 th national congress still points out that "corruption is the biggest threat our party faces" and makes a judgment that "the situation of anti-corruption struggle is still severe and complex".Therefore,in order to further control corruption, the party and the state put forward to build a comprehensive, authoritative and efficient supervision system, and further emphasize democratic supervision, mass supervision and public opinion On supervision.Although the country has further strengthened its anti-corruption efforts, the public participation in anti-corruption is still relatively low according to the amount of letters and visits received by the national discipline inspection and supervision authorities. From the theoretical point of view, the research on Anti-corruption Governance Mode is mainly divided into two paths: "national centralism" and "social centralism",which emphasizes the leadership of the party and the state, while "social centralism" emphasizes the participation of the public;and from the perspective of anti-corruption effect, the organic combination of the two paths can achieve better anti-corruption effect Fruit. At present, the research on the anti-corruption path of "social centralism" in China is in-depth,but the research from the sociological point of view is still very few. Therefore, this paper takes "public willingness to participate in anti-corruption" as the starting point, and then discusses the anti-corruption path from "social centralism".Under the current high-pressure situation of anti-corruption practice, this paper, under the guidance of the theory of planned behavior, mainly from three dimensions:Corruption Perception, corruption tolerance and anti-corruption system, studies the specific impact on the public’s willingness to participate in anti-corruption,and combs the relevant literature, quantifies these three dimensions into seven specific and operable measurement indicators, and analyzes in detail the impact of public anti-corruption The main factors of the willingness to participate in failure, and then put forward the corresponding solutions. The analysis data of this paper mainly comes from the questionnaire survey of Henan residents, using the multiple ordered logistic regression model and the least squares regression model(OLS)to analyze the data. Finally,in our research,we found that corruption perception, corruption tolerance and anti-corruption system have a certain degree of impact on the public’s willingness to participate in anti-corruption.According to this,we put forward some countermeasures and suggestions to promote the participation of the public in Anti-corruption: first, strengthen the punishment of micro corruption and enhance the effectiveness of anti-corruption;second,strengthen the education of public integrity and reduce the tolerance of public corruption;third, improve the anti-corruption system and improve the willingness of the public to report.
