The New Squire And Rural Governance In The Background Of Rural Governance Modernization

In the traditional Chinese society's governance structure,there has been a mechanism of “elders order”or “etiquette order” which put forward by Mr.Fei Xiaotong,and local autonomy is a major feature of Chinese rural social governance.In the rural governance,as the main body of governance,the squire group has played a pivotal role.With the establishment of market economic system,the increasing diversity of society,the order of rural society in China has begun to be reconstructed.The main body of rural governance has been diversified.The new squire group has gradually become an important subject of rural governance.In this context,how to distinguish and identify the new squire as a new governance subject,how to assess their status and role in modern rural social governance,it has important significance to achieve the modernization of rural governance,and this is the main problem that the paper intended to explore.Taking the case of D Village in Pengzhou City,Sichuan Province,this paper focuses on the present situation and existing problems of the new squire participating in rural governance.Using field observation and interview(such as phone and home interview)as research tool,and combining with the new squire's participation cases in rural governance,This study mainly conducted the following research:Firstly,it redefined the new squire and thought that they were a group of rural virtuous people which were outside of the system,and took on economy squire,cultural squire,social squire and other characteristics.Secondly,the description of the new squire's emergence and role.Thirdly,it analyzed the role of the new squire in participating in rural governance.Fourthly,it revealed the problems and reasons of the new squire participation in rural governance,and discussed and put forward some suggestions on how to make full use of the new squire.
