A Study On The Participation Of Modern Villagers In Rural Community Governance

At present,it is an important task of social reform to promote the modernization of national governance system and governance capacity.Rural governance is an important part of the national governance system.Therefore,the modernization of rural community governance determines the modernization of the national governance system and governance capacity.How to fully mobilize the power of the villagers to achieve the self governance of rural communities to achieve good governance,so as to achieve the modernization of rural community governance,has become a hot topic.In 2016,the national 13 th five year plan outline(Draft)pointed out: "cultivate civilized rural style,fine family style and new rural culture." In 2018,No.1 central document also stressed that "Modern villagers culture should be cultivated with local characteristics and spirit of the times,and actively guide Modern villagers to play a positive role in rural revitalization,especially in rural governance." Therefore,all localities attach great importance to rural governance,issue policies,and encourage new rural talents to participate in rural governance.At the same time,a unique governance model has been formed.Therefore,it can be concluded that,as a model of Moral Governance,the participation of new rural elites in rural governance plays an important role in the modernization of rural governance.This paper selects y community,X Town,Wuwei City,Anhui Province as a case for analysis.Firstly,it introduces the historical evolution of the participation of the rural people in governance,expounds the characteristics and functions of the participation of the rural people in governance in different periods,and briefly expounds the feasibility and necessity of the participation of the rural people in governance.Secondly,in order to highlight the new rural sages mentioned in this study,the author makes a comparative analysis between the new rural sages and the traditional rural gentry,and finds out the differences and connections between them.Thirdly,based on the field research,from the theory of governance and good governance,multi center governance,and Elite Governance,this paper summarizes the specific practice and effectiveness of Y community's new village sages' participation in community governance,points out the difficulties faced by new village sages' participation in governance,and deeply analyzes the causes of the difficulties.Finally,according to the difficulties mentioned in the previous article,combined with the actual situation of Y community,the paper puts forward the path choice of optimizing the participation of new rural talents in intelligence,such as strengthening the cultivation of new rural talents,improving the governance model of rural communities,actively guiding new rural talents to participate in governance,improving the level of villagers' autonomy and other measures to improve the participation of new rural talents in rural community governance At the same time,it can provide reference for the modernization of rural governance in China.
