Research On New Squire's Participation In Rural Governance

Since the reform and opening up,the gap between urban and rural development has been widening.It is not only reflected in hardware and other artifacts,but also in soft powers such as concept,thinking and culture.Rural areas have gradually become synonymous with “backwardness”.Many difficulties faced by rural social development,such as the fragmentation,hollowing and marginalization of rural culture.The trend is further aggravated.In the face of the complex governance of rural areas,in the context of the current rural revitalization strategy,a phenomenon of “New Squire ” returning to mulberry has emerged throughout the country,especially in the southern region.How to define New Squire,how can New Squire effectively participate in the current rural governance and play an active role? What problems exist in this process? How to cultivate a good environment for their participation in rural governance? These are the main issues that this article intends to explore.This paper takes Jiuhe Village,Meizhou City,Guangdong Province(referred to as J Village in the text)as a study case,and takes the contrast between the administrative effect of the village and its affiliated village——Shangtao natural village,as the starting point,focusing on the research and study of the mechanism,effectiveness,existing problems and perfect ways of the natural village New Squire how to participate in the rural governance.Through the observation of the village,the interview with the household and the follow-up investigation in the later stage,and on the basis of consulting the literature,realizing the combination of theory and practice.This paper discussed from the following aspects: Firstly,it makes a brief background analysis on the current governance situation of J village,pointing out that there are problems such as the weakness of governance and the failure of governance,mainly reflected in the “semi-administration” of the village committee,the formal tendency of the village council,the inaction of the villagers' supervisory committee,the differentiation and dispersion of theclan community,and the lack of supply of public goods and services.Secondly,based on the actual situation of the locality,this paper analyzes the motivation of New Squire to participate in rural governance,and defines the role of the New Squire discussed in this paper,including outgoing New Squire and local New Squire,the incremental actors and subject practitioners whose role is oriented to rural governance.Thirdly,it expounds the path of New Squire's participation in rural governance and its operational mechanism.Through the construction of project-based self-organization,the effective aggregation of the villagers and the rural villagers has been realized.The expected income-inducing cooperation,self-prestige and cohesiveness,organizational carrier-linking main body,management and operation are maintained,and various governance resources inside and outside the village are fully integrated.An effective collaborative governance in a unit of natural villages under the participation of New Squire has been realized.Fourthly,it mainly discusses the performance of New Squire's participation in rural cooperative governance,improves the status of village governance failure,and promotes the formation of village community.Fifthly,it discusses the problems New Squire's participation in rural governance of J Village,and proposes a perfect path to cultivate a good participation environment for New Squire.Finally,this paper believes that New Squire is an indispensable force to promote rural revitalization.Relying on actual needs and local superior resources,through the construction of corresponding organizations and the participation mechanism,promote the formation of joint efforts between local New Squire and outgoing New Squire,and fully integrating the various resources of the village,only through this we can maximize stimulating the inner viability of rural governance,mobilize all parties ' enthusiasm to participate in,and maximize realizing the participation performance.
