Research On The Government Responsibility In The Social Pension Service

Our country enters the industrialized society relatively late,pension model has been based on family pension.At this stage,the family size is gradually shrinking and the degree of aging continues to deepen.Family pension has been unable to meet the growing needs of the elderly pension.This requires the government to assume more responsibility for the adjustment of pension.This article takes Tangshan City as an example,Tangshan City entered the aging time compared to other city in Hebei province earlier,aging rate is relatively serious.The current provision of old-age services have been unable to meet the needs of the elderly,the Government needs to solve the problem of pension services.The key issue in the development of old-age services is the definition of government responsibility.Looking back at previous studies,Pension services in China are significantly different in each stage of development.How to define the responsibility of government should be analyzed from two aspects: practice and theory.This article discusses the necessity of the government in the old-age service through the theoretical basis,the legal basis and the policy basis.This paper uses the theory of public goods to analyze the responsibility of the government in the pension service,and summarizes and defines the responsibilities of the government in the pension work.It is concluded that the government's responsibility in the socialized pension service in Tangshan City should be as follows: the leading responsibility,the introduction of social responsibility,the responsibility of service supervision,the responsibility of publicity and education.The questionnaire surveys and interviews were used to investigate and analyze the performance of the social responsibility of the Tangshan City government,This paper summarizes the operation status of Tangshan City government in the process of promoting socialized pension service and the problems existing in the process of government accountability.According to the problems and the actual situation in Tangshan City,the paper puts forward the countermeasures to improve the government responsibility.
