Study On The Socialization Of Logistics Service Of Party And Government Organs In T District Changzhou City

Since the 19 th National Congress of the Communist Party of China,with the deepening reform of China’s administrative system and market economy,government functions have been changing,and the traditional logistics service mode of party and government organs has been unable to meet the needs of cadres and staff of Party and government organs,so it has become an inevitable trend to promote the socialization reform of logistics service of party and government organs.At the National Conference on Government Offices Affairs,the National Government Offices Administration stressed the need to thoroughly implement the requirements of the reform of Party and state institutions,actively fulfill the service responsibilities of the administrative departments of Government offices,ensure all kinds of services after the reform of Party and government organs,actively and steadily promote the socialized reform of logistics services of Party and government organs.We will work hard to establish systems and mechanisms with clear powers and responsibilities,smooth operation,and strong support,so as to effectively serve the standardized and efficient operation of Party and government bodies.In this context,the Government Offices Affairs Management Center of T District,Changzhou city,in accordance with the principle of simplification,unity and efficiency,further promotes the socialized reform of logistics services of party and government organs,gradually increases the strength of party and government organs to purchase socialized services from social forces,and strives to build an efficient and frugal service-oriented government.Based on the investigation of the socialization status of logistics service of party and government organs in T district of Changzhou,this paper combs the relevant domestic and foreign literature,and analyzes the existing problems and causes of the socialization of logistics service of Party and government organs in T district under the guidance of new public management theory,public governance theory and transaction cost theory.In order to put forward specific suggestions to solve the dilemma of socialization of logistics service of party and government organs in T area.Through questionnaire survey and in-depth interview with the staff of party committee and government organs,service socialized units and property management units in T District of Changzhou,the paper comprehensively analyzes the socialization status of logistics service of party and government organs in T district,and finds that the socialization reform of logistics service of party and government organs in T District has been effectively implemented.The administrative rules and regulations have been constantly improved,the operating efficiency of government agencies has been constantly improved,and government costs and expenditures have been continuously reduced.But at the same time it still has the slow process of reform,the problem such as the decrease of the quality of the services and staffing fault.Combined with the results of questionnaire survey and indepth interview,this paper analyzes the reasons for the problems in the socialization of logistics service of party and government organs in T-area from three aspects: imperfect system and mechanism,imperfect supporting system and insufficient talent supply.On this basis,the article from the innovation of logistics service socialization reform thinking,strengthening the logistics socialization regulatory functions,cultivating excellent organization affairs management team of nine three aspects put forward concrete countermeasures and Suggestions,so as to optimize the party and government organs logistics socialization of T area new ideas.
