From the end of 20th, reforms of rear service socialization for government organizations have been carried out in our country. After about 10 years, most of the departments, ever being responsible for the rear service of government organizations, have now isolated themselves from the government organizations. As replacement, government organization service centers, of which most are public institutions working for profit came into being. The next target is to realize the marketization and socialization of rear service.However, there have been a lot of problems from the reforms of rear service socialization for government organization, which were around human resources and capital. As is concerned, the complication of the current reforms is that they involve two other important reforms. One is the reform of public-sector organizations and the other is the reform of rear service. So, by the angle of thinking about where to get the fund and where to posit the staff, we can only solve the problem on the surface. It is essential to figure out the relationship between the government and the market. Concretely, we should at least notice the points as how to define the property of government organizations'rear service, how to know the current situation and difficulties of the reforms of rear service socialization for government organizations, and how to choose suitable way for this phase. This paper, based on the public goods theory, systematically analyzes the basic situation of rear service socialization for government organizations and seriously appraises experiences of foreign countries. Meanwhile, the author analyses the reform of a certain government organ in Shanghai as an example. The objective of this paper is mainly to provide some way of thinking for domestic reform of rear service socialization for government organization in our country, which will be helpful for the decision-makers in studying problems occurring in shaping stratagem. In the end of the paper, we put forward some suggestions about the key golden rules and main steps. |
