The "decision" of the CPC Central Committee on deepening reform of the overall number of major issues released in November 2013, to deepen the reform of administrative law enforcement system is one of the important content of the reform, the"decision" is written in. The historical practice throughout China’s reform of administrative law enforcement, the core task of deepening the reform of administrative enforcement system is scientific and reasonable to reorganize and integrate the administrative law enforcement body, in order to reduce and avoid the process of administrative law enforcement responsibilities overlapping and duplicate law enforcement issues, improve the comprehensive level of administrative management,government social services and administrative law enforcement.The reform of administrative law enforcement in China from the establishment and promotion of the relative concentration of punishment, and gradually to the full implementation of the comprehensive administrative law enforcement change, in this process, the city of Wuhan by the central approval, began to carry out the pilot work of the relatively centralized administrative punishment power management in the city since June 2001, first in the city management and law enforcement, has made substantial adjustments the revocation of the Municipal Bureau of 4 bureau level units,and the function of re integration of distribution,the formation of a new city administration and City Management Law Enforcement Bureau, administration and punishment and in the two new departments in the centralized exercise of city ring Wei and other 7 areas of power. This adjustment has initially solved a city management behavior by multiple law enforcement,an event to be remiss in solving multiple prevarication,law enforcement nuisance, not high efficiency, realized the city management law enforcement standardization. Even so, in the process of gradually promote the comprehensive reform of administrative law enforcement, is still connected to the top-level design, the system highlights the many problems between departments and cooperation, the actual implementation of the basic law enforcement and other aspects of the above problems,long-term and laissez faire of comprehensive administrative law enforcement impartiality and authority of the damage, the impact of law enforcement effect.Based on the research of the related concept of comprehensive administrative law enforcement and the basic theory, development history and current situation of Wuhan city comprehensive administrative law enforcement reform summarized by combing,analysis of the existing process of reform of Wuhan city comprehensive administrative law enforcement problems, and puts forward corresponding suggestions and countermeasures. This paper is divided into six parts.The first part is the introduction, introduces the research is carried out in the background of comprehensive administrative law enforcement reform achieved under the comprehensive reform of Wuhan city in order to solve the existing problems in administrative enforcement for research purposes,briefly describes the research contents and methods of the research significance, and mainly summarizes the domestic and foreign research situation of administrative law enforcement and the main points.In the second part, the author makes a comparison and analysis of the comprehensive administrative law enforcement and its related concepts. And then describes the basic theory and value basis of comprehensive administrative law enforcement on the rationality of comprehensive administrative law enforcement mainly from efficiency, order and the value of the pursuit of freedom, the need for the separation and balance of power,and with the public governance "service type" administrative law enforcement mode.The third part is based on the current situation of the Wuhan City,the development of the comprehensive administrative law enforcement reform process in Wuhan combing,summarizes the features of comprehensive administrative law enforcement reform in Wuhan City, Wuhan City, and expounds the comprehensive administrative law enforcement reform in the field of city management, food and drug supervision,monitoring the quality of agricultural products, the regulation of the cultural market, all kinds of resources market supervision the effectiveness of.The fourth part further analyzes the problems in the reform of the comprehensive administrative law enforcement in Wuhan, which mainly focuses on the legal system, the function integration, the coordination and cooperation between departments, the security mechanism and the construction of law enforcement team.The fifth part for the reform of Wuhan city comprehensive administrative law enforcement problems,put forward suggestions and Countermeasures on speeding up the construction of the rule of law, increase the functional science integration efforts,innovation of the way of law enforcement, law enforcement team etc..In the end,this paper makes a prospect on the reform of the comprehensive administrative law enforcement in Wuhan. Benefit from the rapid development of Wuhan’s economy and the transformation of government focus on the "service type"management function, Wuhan city comprehensive administrative law enforcement especially the level of city administration and law enforcement has been greatly improved, and continue to enhance the "professional, humane law enforcement level. The government should continue to deepen the comprehensive reform of administrative law enforcement, and as a long-term, regular affairs throughout, so as to provide a good market environment for economic development, to achieve overall social harmony and sustainable development.
