Research On Law Enforcement Capacity Construction Of L City In Zhejiang Province Under The Background Of Comprehensive Administrative Law Enforcement Reform

To improve and develop the system of socialism with Chinese characteristics and comprehensively modernize China’s system and capacity for governance,China has put forward a major strategic plan for comprehensively deepening reform.Comprehensive administrative law enforcement reform as an important content of grassroots governance,has also been mentioned in an extremely important position.With continuous deepening of the reform of the comprehensive administrative law enforcement,law enforcement at the grass-roots level facing the transfer function more and more law enforcement areas constantly expanding,the law enforcement procedure specification etc change,these changes also give law enforcement ability construction put forward higher requirements,such as law enforcement team building capacity,the system of law enforcement,law enforcement mechanism guarantee,etc.Therefore,this thesis focuses on the capacity building research of grassroots law enforcement departments,takes the Comprehensive Administrative Law Enforcement Bureau of L City,Zhejiang Province as the research object,investigates and analyzes the department situation,law enforcement capacity status and law enforcement capacity building path of the comprehensive administrative Law enforcement Bureau of L City through field investigation,questionnaire analysis and literature research.Through investigation and questionnaire data analysis mainly from the comprehensive ability of law enforcement troop,ability to use law enforcement carrier,law enforcement mechanism safeguard ability three sides facing the law enforcement ability construction and the measures taken by the actual results obtained,from which summarizes the L city comprehensive administrative law enforcement bureau in the construction of the main problems existing in the law enforcement ability,deeply analyzes the reasons of the problem,And combined with advanced experience at home and abroad to put forward countermeasures and suggestions to solve the problem.Through research and analysis,it is found that the comprehensive Administrative Law Enforcement Bureau of L city mainly has five dilemmas in law enforcement capacity construction,namely,the professional degree of law enforcement personnel is not high enough,the training effect of law enforcement personnel is not effective enough,the application effect of law enforcement carrier is not effective enough,the coordination between departments is not smooth,and the effect of law enforcement supervision is not obvious.The main reasons for these difficulties are the legal literacy of law enforcement personnel is not high enough,the training system is not perfect,the intelligence degree of law enforcement system is not high enough,the coordination mechanism of departments is not perfect,and the law enforcement supervision system is not perfect.These problems,for the basic level of comprehensive administrative law enforcement departments have a certain universality,for the basic level of comprehensive administrative law enforcement capacity construction research has a certain inspiration.Therefore,combined with the advanced experience at home and abroad,especially the grass-roots region,from the full legal professional talents,establishing and perfecting the system of intelligent training system,accelerate the law enforcement by system construction,promote the department coordination mechanism,strengthen the construction of law enforcement supervision system in five aspects on how to promote the construction of municipal comprehensive administrative law enforcement ability L feasible Suggestions are put forward.It is hoped that by taking this as an example,it can provide some reference for the capacity construction of grass-roots comprehensive administrative law enforcement and further promote the implementation of China’s comprehensive administrative law enforcement reform.
