Analysis On The Effect Of Comprehensive Administrative Law Enforcement Reform In Beihai City And Research On Countermeasures

Comprehensive administrative law enforcement reform is closely related to people’s livelihood,and it has always been a hot topic of great concern to the society and the masses.In 2018,the Central Committee of the Communist Party of China issued the "Deepening Party and State Institutional Reform Plan",which identified deepening the reform of the comprehensive administrative law enforcement system as an important task of institutional reform.While the process of comprehensive administrative reform continues to deepen,it also encounters many problems: Governments at all levels do not have a unified understanding of how to carry out comprehensive administrative law enforcement reform,reforms in various regions and departments are not at the same pace,and many local comprehensive administrative law enforcement reforms lack macro-level guidance and cooperation.Coordination between various business departments is not strong in promoting comprehensive law enforcement reform,and the effectiveness of comprehensive administrative law enforcement reform has been questioned.The main reason is that there are few authoritative theoretical studies on the reform of comprehensive administrative law enforcement in China,the government and academia have no consistent evaluation criteria for the reform of comprehensive administrative law enforcement,and there is a lack of a scientific and rational analysis framework for the reform effect.Therefore,it is very important to build a scientific and reasonable analysis framework for the effect of comprehensive administrative law enforcement reform and effectively analyze the implementation effect of comprehensive administrative law enforcement reform to promote the steady development of reform.This paper mainly focuses on the effect of comprehensive law enforcement reform as the research theme,with the main goal of establishing an authoritative and efficient service-oriented law enforcement model centered on public interests.Taking the comprehensive administrative law enforcement reform in Beihai City as an example,it summarizes the development process and present situation of comprehensive administrative law enforcement reform in Beihai City.Using the Framework of Holistic Governance to Study the Reform of Comprehensive Administrative Law Enforcement in Beihai City,comprehensively analyzes the reform effect of comprehensive administrative law enforcement in Beihai City from three dimensions such as the integration of law enforcement field,the effectiveness of comprehensive law enforcement operation and the evaluation of the public and the government.In response to the problems existing in the reform process,dissect the reasons for its poor operation,propose feasible reform plans and countermeasures,and provide useful inspiration for the reform of comprehensive administrative law enforcement.After analyzing the effect of comprehensive administrative law enforcement reform in Beihai City,the research conclusions of the paper are as follows.First,Beihai City has carried out comprehensive administrative law enforcement reform and established a law enforcement model of "one team manages law enforcement,one list manages responsibility,one platform manages supervision,and one mechanism manages guarantee",which has improved the level of urban governance and provided Beihai citizens with seamless law enforcement services.The reform has achieved systematic,holistic,and collaborative advancement.Second,a comprehensive analysis of the effect of comprehensive administrative law enforcement reform in Beihai City can draw conclusions: the establishment of a comprehensive administrative law enforcement bureau to unify law enforcement entities,clarify law enforcement powers and responsibilities,unify integration standards,scientifically and rationally integrate highly relevant law enforcement fields,and rationally allocate Law enforcement forces can effectively improve the efficiency of comprehensive administrative law enforcement and solve "fragmented" law enforcement problems such as multiple law enforcement,repeated law enforcement,and multi-level law enforcement.Third,comprehensive administrative law enforcement reform is a process of dynamic revision.The value of this comprehensive administrative law enforcement reform lies in the innovation of law enforcement concepts.Only by establishing a whole-of-government concept and establishing a horizontal,smooth and effective departmental coordination mechanism can the resistance to reform be reduced.Only by adhering to the concept of service-oriented law enforcement and aiming at the satisfaction of the masses can we win the support of the masses,and by practicing the concept of the rule of law,strict law enforcement and civilized law enforcement can effectively safeguard public interests.and social order.
