The Study Of Housing Security Policies To Accelerate Rural Labor's Migration

The new-type urbanization is an important strategy for China's economic development,structural transformation and industrial upgrading.The new-type urbanization focuses on the urbanization of people,especially the migration of rural labors.To realize the migration of rural labors,their basic demand for housing shall be firstly solved against the background of China's peri-urbanization.However,due to the increasing real estate prices,rural labors cannot afford to purchase houses in cities and towns.Depending on the abilities of rural labors,the "de-stocking" objective of commercial houses is difficult to be achieved and needs to be intervened by the government.On the one hand,a large number of housing is unoccupied in cities and towns;on the other hand,rural labors' demand for indemnificatory housing is far from satisfied.To solve this problem and promote the migration of rural labors and the de-stocking of commercial houses,the rural labors are investigated by choosing two cities in eastern,central and western China and thus 807 effective questionnaires have been obtained.According to the results of the survey,this paper launches an in-depth analysis on the related problem.This paper consists of six parts.The first part is the introduction,which gives a general analysis and description of the problem.The second part is the trends of research,the definition of concepts,and the theoretical basis,which reviews the researches on the related problem,gives reasonable definition and explanation for the important concepts,and provides the theoretical basis for the paper.The third part adopts the statistic description to analyze the individual characteristic and housing condition of rural labors;at the present stage,the housing condition of rural labors is poor with remote locations,smaller per-capita living space,and insufficient living facilities.Then it analyzes the rural labors' demands for housing security,including their evaluation on the present housing security policies,their preferences for the forms of housing security policies,and their preferences for the features of indemnificatory housing.The fourth part explores the influence of the effective supply of indemnificatory housing on the migration of rural labors;by simply analyzing the condition that rural labors enjoy indemnificatory housing and their willingness of migration,it is learned that the willingness of migration of rural labors who enjoy the housing security policy is higher than that of rural labors who don't enjoy the housing security policy;then,by using the Propensity Score Matching model to make an in-depth analysis and other three methods such as Nearest Neighborhood Matching method,Radius Matching method,and Kernel Matching method,it is concluded that the willingness of the rural labors who enjoy the housing security policy rises by 46.25%,50.93%,and 44.57%,respectively,which are very prominent under 5%.The fifth part analyzes the problems that exist in the indemnificatory housing supply of rural labors and summaries the above-mentioned research results and proposes the suggestion on the effective supply of the housing security policies of rural labors.
