Study Of Primary Problems And Countermeasures Of City-town Housing Security System In China

Housing problem is not only the livelihood of the people, but also the economicand political issues, so governments take the residents’ housing problems seriously.Since1998, our country executes the reform of housing market; we have establishedthe housing supply system with the market allocation of resources. However, with thespeeding up of Urbanization, the rural people are pouring into the city largely. In themarket mechanism, the rapid rise in house prices is beyond most of the urbanresidents’ bearing capacity, it makes this part of residents difficult to solve the housingproblem rely on their own strength. To solve the housing problem of these residents,the government must formulate and implement the housing security system. Atpresent, China’s housing security work is still in the exploration stage, housingsecurity system is not perfect; so many problems appear in the process ofimplementing the security system should be solved urgently.This article analyzes the theoretical basis of China urban housing security systemfrom its connotation, theoretic origin and function, finds the problems which exist inChina urban housing security system by the combination of it has been achieved,analyzes its causes and so as to give suggestions which can further perfect it.Specifically, there are three main sub systems in China urban housing security system:housing accumulation fund system, affordable housing system and low rent housingsystem. To some extent, the three systems solved some problems of the housingdifficulties of urban residents, which have made some achievements. But there werealso many problems in the concrete implementation process. The whole paperanalyzes the problems and the causes of these problems in the three big urban housingsecurity systems. There are two main reasons. First, urban housing security systemlacks the support of public policies, such as strong legal, financial, tax, land and so on.Second, there are many problems in the process of operating management mechanism,such as security object definition is not clear, our country lacks of specialimplementation institutions which can afford housing management, the access andexit mechanism of urban affordable housing exists problems and so on. Becausehousing security is the system engineering, it involves many aspects, and therefore we should improve the urban housing security system. In order to solve the urban housingproblems better, and promote the establishment of the socialist harmonious society,this paper puts forward policies from this two respects: the public policy and theoperation mechanism of urban security housing such as to establish and perfect thelaws and regulations, to improve its financial and fiscal policy, to reasonable definitesecurity object, etc.
