The Research On Care Security Of Rural Elderly From The Perspective Of Supply-side Reform

‘Taking care of the elderly' reflects the people's yearning for a better life,and the care security of elderly is the top priority to achieve the aim.Compared with cities,the aging,senility,empty-nest and disability trends of rural areas are becoming more and more serious.However,the attention paid to the elderly care in rural areas is far less than that in cities.On the one hand,the development of elderly care security in rural areas is related to the quality of elderly life in rural areas.On the other hand,to a certain extent,improving the life of old farmers will promote stability and development of the social and economic.The proposal of "supply-side reform" provides a new perspective for examining the situation of supply and demand of rural elderly care security and exploring the development path.In the decisive stage of building a moderately prosperous society in an all-round way,it is particularly necessary and urgent to analyze the problems about rural elderly care security from the perspective of supply-side reform.This paper consists of four parts:In order to clarify the main content and thought,first of all,the thesis defines several related concepts clearly,the analyzes the advantages and disadvantages of the three kinds of elderly care model of the international society.Finally,the author points out the necessity of the current development of the rural elderly care security,according to the following aspects: aging population degree deepening,not paid enough attention to care security of rural for a long time and the increasing care demand.In the second chapter,selected village A of Shanxi Province as the research object,through questionnaire interview to obtain a large number of firsthand material related to care security of the rural elderly,using SPSS technology to analysis the researching data and tiding the data,found that daily life care is still the basic care security requirements of A village's old people,at the same time,financial support,medical care,social interactions,and emotional comfort etc,have become increasingly important security requirements;In terms of the supply of the care security,rural areas are mainly dominated by family care and land security,community care has limited functionality,and the institutional care security is only open to specific elderly groups,with slow development.Combined with the supply and demand situation of the elderly care security in village A,the author analyzing the problems existing in care security of rural elderly in the third chapter from the supply side,lacking of supply policy,poor synergy between supply subjects,shortage of money and talent resources,care security facilities deficient,which makes the prominent contradiction between supply and demand of rural elderly care security.The author further explores the causes of these problems,which are shown in the following aspects: imperfect construction system of care security,unreasonable supply structure of care security,inadequate supervision system of care security,lacking of culture of care security,as well as family care security has more and more pressure and so on.Finally,based on the supply and demand situation of rural elderly care security at present,the author takes the supply-side reform as the perspective,provides feasible suggestions for the construction of rural elderly care security from following aspects.Improve policy design and strengthen the system supply of care security,transforming the role of government and construct the pattern of multi-subjects coordinated development,strengthen two-way communication to reach a match of supply and demand of care support system,innovating the care security.
