Research On Police Microblog's Countermeasures To Police-involved Online Public Events

As one of the government sectors which contact the public the closest and the most frequently, the police walks in the headmost in building a service — oriented government.As an internet platform between the police and the public, the police microblog can open and share information to the publicand further open the new vision and new channel of policing activities. However, if the police microblog cannot respond and handle problems in time, general events probably evolve to police — involved online public events. Respond and handle problems improperly will impact the police's credibility and authority directly.Among the hot online public events in 2016, there were so many serious police - involved Internet public opinion events occupying the hot topic,which is no doubt posing a new challenge to the police microblog's ability of dealing with police - involved Internet public opinion events.Based on the research results of the domestic and foreign scholars in related field,this thesis is under the background of five representative police - involved Internet public opinion events which happened in the first half year in 2016, choosing the event -related police microblog as studying object, analyzing public participation and police microblog's countermeasure using content analysis,in order to find the problems in police microblog's countermeasure and put forward corresponding strategy and advice.This study includes five parts. The first part is the introduction,mainly introducing the research background, research meaning, research actuality,research content and research method, etc. The second part is concept definition and theoretical support. It mainly defines the concepts, such as Internet public opinion events and police microblog,and interprets agenda setting theory and responsible government theory, which are laying the theoretical foundation for this thesis.The third part is research design and analysis,making it clear to the research object,scope and steps. This part is the key of this thesis,including the choice of relevant microblog and comment, the construction of units and categories, the determination of system and the test of validity and reliabity.The forth part uses descriptive statistics method to study relevent police microblog of five police-involved Internet public opinion events in 2016. This part analyzes public participation's release time and place,netizens' attitude and guidance of public opinion,netizens,altermation, and the attention degree, normalization, responsiveness,interpretability and timeliness of police microblog's countermeasure from the two angles of public participation and police microblog's countermeasure.The last part is research conclusion and suggestions. It draws conclusions from empirical research, and analyzes the reasons of existing problems, then put forward corresponding strategies and suggestions in dealing with police - involved Internet public opinion events for the police microblog. Firstly, enhance the initiative of agenda setting by insisting three awareness and setting up three principles. Secondly, strengthen the self-discipline of agenda settingby improving police officers' qualities and abilities. Lastly, strengthen the control of agenda setting by establishing and improving relevant mechanisms in dealing with Internet public opinion events..There are two possible innovative points in this thesis. The first one is the innovation of content. Previous studies only analyzed one event or one police microblog account's operation, but this thesis comprehensively analyzes multiple police - involved Internet public opinion events which happened in the first half year in 2016 and multiple police microblog accounts, from which analyzing the existing problems in police microblog's countermeasure and putting forward corresponding strategies and suggestions.Another one is the innovation of method. This thesis encodes and carries on the descriptively statistics to the content and comments of police microblog and public microblog, in order to find the problems in police microblog's countermeasure and put forward corresponding strategy and advice.
