The Research For Online Public Opinion Related To The Police

With the continuous improvement of the public awareness of rights and laws,Police-related online public opinions occur frequently,which has a negative impact on the online public opinion environment,police credibility and legal authority.Therefore,it is necessary to strengthen police-related online public opinion governance.On the basis of analyzing the current situation of police-related online public opinion governance in China and summarizing the difficulties,this paper proposes strategies to improve the effectiveness of police-related online public opinion governance.First,define the research framework.Through literature research,this paper reviews the research status of police-related online public opinion at home and abroad,discusses and deduces the basic concept of police-related online public opinion.It extends the principle concept of "people-centered" and puts forward the basic requirements and principles of governance.According to the "governance theory",this paper sorts out the basic tools of police-related online public opinion governance,and puts forward a simple method to evaluate police-related online public opinion governance.Using the "information gap theory",this paper analyzes the behavior of police,public and media in the face of police-related public opinions.The research framework including governance principles,governance measures and behavior orientation has been preliminarily formed.Secondly,it analyzes the current situation of police-related online public opinion governance in China.Through literature collection,this paper analyzes the overall development trend and law of police-related online public opinion in recent years from the perspective of statistical data.Through interviews,this paper summarizes and combs the legal and regulatory basis of police-related online public opinion governance,and introduces the governance measures of police-related online public opinion governance of local public security organs.Through the case study,three police-related online public opinion cases "Hong Mao Wine case","Zhao Yu case" and "Yu Huan case" were analyzed from two dimensions of governance form and governance measures.The current situation of police-related online public opinion governance is summarized.First,police-related online public opinion governance,as an integral part of national public opinion propaganda,has certain legal and regulatory guarantee.Second,the internal measures of police-related online public opinion governance are constantly improved,but the governance effect is not obvious;Thirdly,from the perspective of cases,the degree of information disclosure,the attitude of the police,and the disposal result of real events are the important elements to determine thegovernance level of police-related online public opinions.Thirdly,the paper uses the contradiction analysis method and takes the research framework as the path to analyze the practical problems and difficulties faced by the police-related online public opinion governance.First,the practical foundation for effective governance is weak: the police and the people are prone to frequent conflicts,the importance of maintaining stability is greater than the importance of safeguarding rights,and the credibility and discourse power of the police are insufficient.Second,the governance ability of police-related online public opinions is not strong: the police lack awareness of online discourse rights,stress on emergency response,and lack of normalized institutional measures.also level of enforcing the law lowing.Third,the police,the people and the media have different behavior orients,which makes it difficult to form a joint force of governance.The online media take the benefit as the orientation;People’s ability to obtain information and verify information is not high,easy to become the victim of false information or even disseminators.Finally,the paper puts forward some strategies to strengthen the governance of police-related online public opinions.First,we should establish a correct concept of governance,make sure the importance of governance,adhere to the principle of people-centered governance,and implement the work concept of combining governance and giving priority to governance.Second,it is necessary to strengthen the construction of police-related public opinion work capacity,improve the ability of public opinion guidance,enhance the online discourse rights,improve the media literacy of the police and strengthen the construction of public relations.Thirdly,it is necessary to strengthen the construction of police-related online public opinion response and disposal mechanism.At the same time,it is necessary to improve the internal working mechanism of dealing with police-related online public opinions.Finally,we should make up for shortcomings in social governance,properly resolve police-related conflicts,reduce interference from non-police activities,safeguard law enforcement authority,protect the legitimate rights and interests of the police,and eliminate the objective basis for the outbreak of police-related online public opinions.
