A Study Of Self-governance Of Community Aged Care Based On Public Pool Resources Theory Perspective

Based on the theory of public pool resources,from three aspect of resources appropriators,system providers and resource producers,to analysis the present situation,existing problems and its reasons of our country’s community aged care,and to analysis the domestic and international practical experience of community aged care,for exploring the self-governance mode in community aged care with social work intervening.This paper consisted of six parts,namely,the introduction,the theory of public pool resources,the public pool resource problem in the community aged care,the domestic and international experiences,the road to self-governance in community aged care and summary.The part 1 was about the introduction,divided into four sections.The first section analyzed the background of the topic;The second section showed the purpose and significance of the topic;The third section was about literature review;The fourth section was about the methods of research and innovation of this paper.The part 2 was about the theory of public pool resources,its content was divided into three sections.The first section mainly explained what public pool resources problem was,namely,what the attributes of public pool resources was,what the behavioral subject of public pool resource system was,what the conditions of sustainable public pool resource was and why the public pool resource problem arose;The second section mainly described what the self-governance way of public pool resources was,namely,what the premise of self-governance was and what the eight design principles of sustainable system was;The third section discussed that the thoughts from the public pool resource theory,namely,the self-governance process could be considered as social capital accumulation process,and promoting political system contributed to the accumulation of social capital.The part 3 was about the public pool resource problem in the community aged care,divided into two sections.The first section mainly explained the public pool resource attributes of community aged care,namely,the sharable of community aged care system and the non-sharable of community aged care resource units;The second section was about the appropriation-supply system analysis of community aged care resources,consists of the behavioral subject of community aged care system,the conditions of community aged care resources,the appropriation-supply system type of community aged care resources in China and the appropriation-supply flow analysis of community aged care resources in China;The last section was about the causes analysis of the community aged care resources appropriation-supply imbalance.The part 4 was about the domestic and international practical experience of community aged care,divided into four sections.The first section introduced the village self-governance movement in Massachusetts,United States;The second section introduced the “ culture and physical activist ” self-governance project in Ningbo Haishu district,China,based on three aspects of service appropriators,system providers and service producers;The third section used the eight design principles of sustainable system to analysis the projects sustainability;The last section described the inspiration of two projects,included that the self-organization culture to advocate community involvement,the network service platform considered as an incubator,attaching importance to the management abilities of the elderly,the importance of social workers ’guidance and the importance of promoting political system.The Part 5 was about the road to self-governance in community aged care,divided into three sections.The first section mainly talked about cultivating social capital,based on service appropriators’ aspect,namely,cultivating civic awareness and inheriting and developing the filial piety culture;The second section mainly talked about building promoting political system to cultivate social capital,based on system providers’ aspect,namely,building promoting government,improving and perfecting community self-organization and exploring the self-governance mode in community aged care with social work intervening;The third section mainly talked about enterprise,social organization and multi-agent cooperation,based on Service producers’ aspect.The sixth part summarized the main idea of this paper.
