Research On The Participation Of The Elderly In Community Governance In Shijiazhuang City

Moving the focus of social governance down,modernizing the community-level governance system,and building a new pattern of community-level social governance are the goals set forth in the Outline of the 14 th Five-Year Plan.As the smallest unit of national grass-roots governance,urban community is not only the "last mile" for the Party and the state to serve the people,but also carries the people’s yearning for a better life.In recent years,the construction of urban community governance system has injected strong impetus to community governance.The ultimate goal of community governance is to realize community autonomy,and the premise of autonomy is to mobilize the initiative of participants,achieve extensive participation and multi-subject joint efforts.In 2020,the support of the elderly society participation in the implementation of active aging has been identified as a national strategy,and the key and difficult problems of the participation of the elderly society have been grasped.Based on this,with the aging of the population becoming increasingly serious,this paper focuses on the elderly as a group of participants from the perspective of research,and proposes countermeasures to the main problems existing in the participation.Shijiazhuang,as a second-tier city,is relatively backward in urban community governance.The prominent problems of the elderly’s participation in community governance are low group activity,willingness but no action,and no participation channels and platforms.Therefore,this paper takes elderly people living in urban communities in Shijiazhuang city as the research object,uses literature research method,questionnaire survey method and structural interview method,selects representative districts and counties in Shijiazhuang city,conducts field visits and surveys,and obtains data.With the theory of social capital as the analytical framework and the theory of good governance as the goal,this paper summarizes and puts forward the main problems existing in the elderly’s participation in community governance in Shijiazhuang city,as well as the reasons for these problems,and tries to explore the way out of the predicament of the elderly participation in community governance in Shijiazhuang City.Firstly,this paper defines the connotation of community governance and elderly community participation,and expounds the current development status of elderly participation in community governance in Shijiazhuang City.Secondly,three main problems are summarized and sorted out: poor initiative of the elderly to participate in governance,the dominant position of the elderly to participate is not prominent,and unbalanced participation of the elderly.Thirdly,through further analysis of the problem,it is found that the causes of the problem are mainly the lack of trust among various subjects in urban communities,the lack of public participation mechanism in community construction,and the construction of community participation network system to be improved.Finally,the paper puts forward some countermeasures and suggestions: first,cultivate community trust and enhance the endogenous motivation of community participation;Second,improve community norms to ensure the healthy and orderly development of communities;Third,develop community networks to activate the space for multiple participants.
