Study On The Cooperation And Co-governance Between The Grass-roots Government And The "Three Social Linkage" In Community Elderly Care

With the aging problem of the country's population becoming more and more serious,the community pension problem has gradually emerged in the public vision,which has become a topic of national attention and people's concern.With the increase of the number of the elderly population,the contradiction between the government and the "three social linkage" has become more prominent.Therefore,the government needs to change its functions in time,change its governance mode,and reexamine the function of the "three social linkage".In 2013,the Ministry of civil affairs and the Ministry of Finance jointly issued the opinions on accelerating the promotion of community social work services.For the first time,the concept of "three communities linkage" was put forward.There are more and more relevant interaction practices between the government and the "three communities".Governance theories and implementation approaches suitable for the interactive development of the government and the "three communities" have rapidly become hot topics.The theory of collaborative governance,which emerged from the west,provides an important and useful analysis framework for innovative governance communities in China.Under the new background,collaborative governance theory responds to the requirements of the times.In essence,the interaction between the grass-roots government and the "three society linkage".It is an interaction of collaborative governance based on the theory of collaborative governance.,which is the common demand of the government and the "three society linkage".Taking the three-dimensional implementation of community pension service "three social linkage" from the worry free platform in Shangcheng District of Hangzhou city to Wuhou District of Chengdu City as an example,this paper analyzes the practice and effect of collaborative co governance,and analyzes the causes of its problems.Collaborative governance makes the interaction between the government and the "three social linkage" more in line with the development of practical application,but the development of this interaction is still facing a series of problems: technology,system,concept and resources.This paper starts from three levels,from the perspective of community pension governance,to build a way to further improve the collaborative governance between the grass-roots government and the "three social linkages" : first,froma macro perspective,to promote the "technology concept system" collaborative evolution;second,from a microcosmic perspective,to establish a collaborative governance interaction mechanism,that is,the government and the "three social linkages" collaborative governance link means;third,from a micro perspective.Degree,that is to clarify the role orientation and responsibility division of the government and the "three social linkage",help solve the problem of supporting old people.
