The Research On The Sanmenxia Disciplinary Inspection And Supervision Accredited System Reform

As the accredited institutions of disciplinary inspection department at all levels,the party’s discipline inspection accredited institutions at all levels are the important part of discipline inspection system,because of the imperfect system designing and varied kinds of subjective and objective restrains during implementation,the behaviors of discipline inspection accredited institutions were less than satisfactory,Sanmenxia city in Henan province did icebreaking under the supports of the central and provincial governments,exploring positively about launching “the big discipline inspection groups”reform,and it became the highlight of discipline inspection system reform.This article makes a systematically collating about the way to understand the background and strategy of the reform,to master the specific operation effects of the reform during implementation.This article introduces the generation and development of the discipline inspection accredited institution system in our country firstly and the Institution Change Theory which is the theoretical basis of this article.It describes the situation before Sanmenxia took “the big discipline inspection groups” reform,mostly because of the internal inefficiency,the lack of authority and independence of accredited institutions,the imbalanced situation of the system,what’s more,with the supports from eastern and western supervision theories,the requirements and strong supports from the central government and provincial government towards accredited institutions, local government Sanmenxia made innovations and launched reforms towards the old system which could not meet the requirements of anti-corruption by learning the experiences of reforms conducted by central and local governments.Then introduces the specific reform measures,accredited institutions no longer headed by department of the party committee and the higher commission for discipline inspection,it is headed only by higher commission for discipline inspection right now,so are staffing and logistical support,it also introduces about separating accredited institutions and party organizations totally,changing the mode of “one to one” accrediting for the mode of “the big discipline inspection groups” which enables government organs downsizing and redundancy.More over,the article displays the achievements of reforms,the independence and authority ofthe disciplinary inspection department have been strengthened, the working process are normative which leads to the promotion of efficiency,all of these are breakthroughs the local government makes towards the old accrediting system.Meanwhile,the article analyze the problems of this reform and the reasons along with,mostly ascribing to the insufficient and unscientific system,the ignorance of the roles informal organizations play and synchronous reforms with other supporting measures.At last,the article provides some advice about promoting the launch of discipline inspection accredited institutions system.
