Study On The Establishment Of Civilized Cities In Shenyang

In recent years,the civilized city created has become an important way of building spiritual civilization,is also the key of urban governance,is a composite material,spiritual,political,social and ecological construction of the honorary title,obtained the title represents a city with high comprehensive quality and the degree of civilization,has a strong competitiveness in cities in the country.As the capital of Liaoning province in Shenyang,northeast China’s first big city,over the years has been committed to create civilized city,benchmarking but create civilized city is a long-term project,how to do better,on the basis of existing sustainable development and how to make the city residents’ satisfaction on a step,is the major problem confronted by Shenyang city civilization to create.In view of the above reasons,this paper refers to a large number of relevant literatures at home and abroad,based on the theory of urban governance and new public service,and studies the process of establishing a civilized city in Shenyang over the years.Guided by the selection criteria of civilized city,combined with questionnaire survey data,It is concluded that there are many problems in the establishment of civilized city in Shenyang,including the establishment mechanism is difficult to be long-lasting,the popularization of intelligent means is not ideal,the main body of the establishment is single,and the urban cultural characteristics are not distinct.Analysis in combination with the practical situation of Shenyang,create work exposed above the cause of the problem,draw lessons from the successful experience of other cities at the same time,put forward from several aspects to improve the working mechanism of long-term permanent basis to create and improve the ability of long-term governance,strengthen the information support,and promote the civilized city to create intelligent,improve the government,enterprises,organizations and citizens to multilateral cooperation pattern construction speed,Revitalize urban culture and improve the inner quality of cities.These measures are helpful to perfect the strategy of Shenyang’s civilized city construction,improve the quality of construction,optimize the urban governance path,and accelerate the development of Shenyang toward civilization and modernization with higher efficiency.
