Study On The Policy Implementation Of Rural Minimum Living Security In W County Of Yunnan Province

The implementation of China’s rural minimum living security policy has played a positive role in effectively improving the basic livelihood of the rural poor.The importance of this policy in maintaining rural stability and social equity has become increasingly prominent.However,transforming the policy text into policy objective is a non-linear process.How to ensure implementing the rural minimum living security policy effectively is a long-term challenge.Many studies have shown that the prominent problem of China’s rural minimum living security policy in rural social practice is that grassroots implementing entities may not strictly evaluate the policy objects in accordance with policy regulations.During the implementation of the policy,there may be deviations in each link,which will eventually lead to deviations in the rural minimum living security goals and reduce the effectiveness of policy implementation.In order to explore the practice of rural minimum living security policy at the grassroots level,this paper takes the rural minimum living security policy in W county,Yunnan province,which is relatively backward in economic development,as the research object,and conducts a survey and research on the implementation process of the rural minimum living security policy by means of questionnaire survey and interview.The study finds that W County has achieved some results in the implementation process of the rural minimum living security policy,but there are still many problems in the implementation of the policy.This article conducts a preliminary analysis of these problems and the reasons behind them,and finds that the inadequate policy publicity makes most farmers have low awareness of the policy;Imperfect family survey methods have led to inaccurate economic survey results;The alienation of local rural minimum living security assessment rules has caused a long-term lack of normative implementation of grassroots policies;Rural minimum living security policy in W county has also emerged the phenomenon of welfare dependence and contention.In order to better explore the root causes of deviations in policy implementation,this paper reviews and analyzes the transformation and deviation of rural minimum living security policy implementation in W county in recent years from a verticalperspective.Before implementing special governance,the local rules for the evaluation of rural minimum living security replaced the national rules,resulting in serious deviation of policy implementation.After the implementation of special governance,the general deviations have been reduced,but there are still problems in the policy implementation process.Based on this,this article makes an in-depth analysis with the "ambiguity-conflict" model,and finds that the alienation of rules in the implementation of rural minimum living security policy in W county is mainly manifested as symbolic implementation,political implementation,and mechanical implementation.Starting from the ambiguity and conflicting aspects of policy implementation,this paper analyzes the reasons behind the alienation of rules and finds that: before the special governance,the policy implementation was greatly influenced by the grassroots alliance forces,resulting in the symbolic implementation of the policy;After the special governance,the village group cadres’ power intervention caused the political implementation of the policy to still exist.In some special village environments,rural minimum living security policy are also selectively implemented.Guaranteeing policy configuration shortage in human resources and information resources,the policy has not yet reached the ideal state of administrative execution.Finally,this article puts forward six countermeasures and suggestions on how to enhance the effect of the rural minimum living security policy in W County,reduce the ambiguity and conflict in policy implementation.These suggestions can provide a practical reference for the development and improvement of rural minimum living security policy in W county,so as to better protect the basic livelihood of the rural poor.
