Problems And Solutions Of High-level Talents Introduction In The PAPF Colleges

The introduction of high-level talents is an important strategy to solve the long-standing low level education of the PAPF colleges. This paper focuses on the strategy of The Education Reviving the Country, bases on the consensus that excellent talents strengthen school, combines The Double First Class Policy which is a new strategy proposing by the ministry, and looks at the urgency of the world new military innovation and the transformation development of the PAPF colleges. So the thesis of the paper is the introduction of high-level talents in the PAPF colleges.Then the paper combing the Motivation Theory, Human Capital Theory and Human Resource Management Theory from modern management science, under the combined actions from documentation method, case method and comparative method, discusses the necessity that the thesis of the paper is the introduction of high-level talents in the PAPF colleges. And on this basis, the paper deeply analyzes some questions and the cause existed in the introduction of high-level talents in the PAPF colleges as well as the reality of ours.To solve these problems, this paper researches a case about the Hong Kong University of Science firstly. Through analyzed case summaries the successful experiences of the introduction of high-level talents in the Hong Kong University of Science. And then the paper comes up some suggestions such as implementing the work of the introduction of high-level talents in the PAPF colleges, setting up special organizations to manage the introduction and the qualification for the position of the schoolmaster linking to the introduction of high-level talents. And next the paper put forward six steps and six concrete measures to solve the problems in introduction of high-level talents from the working framework and concrete countermeasures. All these efforts aim to provide effective and constructive suggestions for the introduction of high-level talents in the PAPF colleges.
