Study On Performance Evaluation About Concession For Food Waste Management In Yinchuan City

As the publication of the fifth pilot cities of resource utilization and harmless treatment of food waste, the recycling and reuse of food waste has achieved remarkable results. Among the treating methods, franchise has been become the most important pattern for recover processing of food waste management. It is of great importance to improve the achievement of concession for food waste management on how to evaluate the performance of franchise of food waste scientifically and reasonably.The research reviews the literatures and studies the theories of concession management of food waste. Yinchuan City has been selected as the sample to build the evaluation system about the franchise of food waste by picking typical parameters and expert consultation. Analytic hierarchy process and fuzzy comprehensive evaluation methods are chosen to evaluate the performance of food waste management in Yinchuan City. Based on the evaluation results, the problems and shortages are found and corresponding policy measures are also proposed to improve the management level of food waste in Yinchuan City. Besides, suggestions about promoting the performance of franchising and operation efficiency will be presented in this paper based on the problems discovered. The main contents and conclusions about the research are as following:1. Based the reviewing of literatures and field research in Yinchuan City, the evaluation system about the franchise of food waste is established by considering harmless recovery processing, environmental and social performance as well as using expert consultation method.2. By theoretical analysis of franchising of food waste, analytic hierarchy process and fuzzy comprehensive evaluation methods are chosen to evaluate the performance of food waste management in Yinchuan City. Moreover, the approaches and procedures of the evaluation are theoretically investigated by analyzing the detailed process of the methods mentioned above.3. 13 qualitative indexes and 6 quantitative indexes are confirmed as the parameters of the evaluation system according to the expert consultation result on account of the relevant data collected and filed research in Yinchuan City. After gathering professional information and determining the evaluation standard, analytic hierarchy process and fuzzy comprehensive evaluation methods are employed to evaluate the performance of concession management of food waste in Yinchuan City, and the result is quite well.4. According to the evaluation result, vulnerable process is pointed out and corresponding improvement approaches are put forward of franchise management of food waste in Yinchuan City.
