Research On The Construction Of The Household Waste Classification Performance Evaluation Index System

With the improvement of China’s economic development level and people’s living standards,the amount of waste generated in our country is increasing.The environmental risks caused by garbage are increasing,which seriously restricts the level of economic and social development and urbanization in China,in order to solve the problem of garbage.China began to implement pilot projects for household waste classification in 8 cities in 2000.Household waste classification helps improve the urban and rural environment,improve the efficiency of resource recycling,and promote the process of ecological civilization construction and urban governance.However,in China’s waste classification practice,there are various problems,such as imperfect laws,ideas fall behind of the government’s functional departments,and low enthusiasm for citizen participation.As a result,household waste classification in China has had little effect for more than 10 years.Therefore,in order to diagnose the problems and deficiencies in waste classification,it is necessary to evaluate the performance of household waste classification.Household waste classification performance evaluation is beneficial to ensure the effectiveness of household waste classification work,is helpful to clarify the mission strategy and target task of household waste classification,and is conducive to the promotion of ecological civilization construction and urban governance process.In this paper,through combing the theoretical research and practical development of household waste classification performance evaluation,found that both the theoretical and practical circles have very little research on the household waste classification performance evaluation index system.Therefore,research on the construction of household waste classification performance evaluation index system has very important theoretical and practical significance.Before constructing the household waste classification index system,this paper first analyzes the connotation of household waste classification theory,and then conducts a comparative analysis with similar ecological civilization construction and urban governance performance evaluation,and then obtains the characteristics of household waste classification performance evaluation;After comparing and analyzing the performance assessment standards of household waste classification in some cities,the problems in China’s household waste classification performance evaluation are cleared.Then,based on the above theories and practical foundations for household waste classification performance evaluation,combined with performance evaluation theory,initially constructed the index system include 4 first-level indicators,the stakeholders,the classification process,the classification ability and classification effect.Finally,the empirical research method is used to screen and improve the preliminary index system.Through the processes of membership analysis,reliability and validity test,and weight design,obtaining the final household waste classification performance evaluation index system.The index system covers 4 first-level indicators,10 secondary indicators and 37 third-level indicators.
