Research On The Chinese Government's Management System Of The Overseas Foundations In Mainland Of China

In the wave of globalization, international non-governmental organizations have been developing unprecedentedly. Since the 20th century, more and more overseas foundations have activitied within the territory of China, and the overseas foundations have aroused widespread concern in domestic and foreign scholars. But the researchs about management system of the overseas foundations are quite scarce, there are many weak links, also some gaps in this area. Therefore, based on the research results of the international NGO, the overseas NGO in mainland of China and the foundation by the scholars both at home and abroad, this paper analyzed the current situation, problems and solution countermeasures about the Chinese government's management system of the overseas foundations in mainland of China.Through using the method of literature analysis, comparative analysis and case analysis, this paper pointed out the problems of management system of the overseas foundations in mainland of China including the unsound legal system, high threshold of registration, imperfections of the fiscal policy and the fragmentation of daily supervision, under the voluntary failure theory, global governance theory, resource endowment theory and new institutionalism theory. This paper also pointed out five reasons for these four problems. Fully absorbed the advanced experience of the United States, Russia and Vietnam, this paper put forward specific proposals to improve our government's management system of the overseas foundations in mainland of China, including how to improve the legal system, How to explore reasonable access registration system, how to improve the financial and tax system and how to establish a strict and effective supervision system.
