| During the period of the Republic of China,the Fujian government promulgated a series of overseas Chinese policies,which were carried out in Qiaoxiang and overseas.The introduction part reviews the study of academic history.The first chapter mainly expounds the population of the Fujian overseas Chinese and their influence of the economy,the cultural and the educational communities.The second chapter discusses the historical evolution of the overseas Chinese affairs agencies in Fujian Province during the Republic of China.It can be found that the overseas Chinese affairs handled by these institutions are mainly based on Qiaoxiang.The dissertation can be divided into two parts,which including Qiaoxiang affairs and overseas affairs.The third and fourth chapters elaborate on the policies of the Fujian provincial government in the Qiaoxiang,for example,the evolution and improvement of the Customs management.In addition,government strove for and diverted remittances,encouraged overseas Chinese investment and formulated incentive policies for Fujian province according to local conditions,advocated Qiaoxiang education and encouraged overseas Chinese to cooperate with the government to carry out five-year education plan.In order to make up for the shortcomings of the overseas Chinese affairs agencies,the government had strengthened the control over the returned overseas Chinese groups and assisted the government in handling the overseas Chinese affairs.After the Pacific War,the government actively carried out relief work for returned overseas Chinese and their relative.In order to win the hearts of overseas Chinese,the government protected returned overseas Chinese and their families from extortion and oppression,handled cases of expatriate lawsuits,and adopted some preferential policies.The fifth chapter is about Fujian’s overseas administration during the Republic of China.The provincial government strove for the support of the overseas Chinese communities,and was led by its leading recruitment and propaganda provincial political.Overseas pacification and propaganda were also important tasks for the Qiaoxiang government to pursue economic interests and fight for the support of overseas Chinese.The provincial government actively appealed to the Ministry of Foreign Affairs to negotiate the case of flag raising event among the Dutch overseas Chinese.The Fourth Division of the Provincial Civil Affairs Department also issued a statement on protecting overseas Chinese.This dissertation argues that the purpose of the Qiaoxiang government’s implementation of the overseas Chinese policies were to achieve political and economic goals.The sixth chapter analyzes the effects of the above-mentioned overseas Chinese policies and governance,and argues that overseas Chinese policies mainly focused on Qiaoxiang.The Qiaoxiang policies including encouraging remittances,encouraging overseas Chinese investment,advocating Qiaoxiang education,and managing returned overseas Chinese groups have achieved remarkable results.However,the policies were difficult to implement.In particularly,the drawbacks of policy of protecting returned overseas Chinese and Qiaojuan were obvious.The Qiaoxiang policies had achieved good economic results,but it has been less effective in politics.The overseas policies were subjected to various factors,making it difficult for the Qiaoxiang government to intervene.However,through the management of overseas Chinese groups,overseas pacification,propaganda and few protections,the Fujian government had strengthened the centripetal force of overseas Chinese and obtained certain political and economic effects. |
