The Absence Of Media In The Contemporary Community Governance

In the western developed countries, community media has developed into a relatively mature media form, not only competes with the national mass media and has the overwhelming advantage in its own coverage, but also receives the official recognition and attention at the international policy level. In China, community media develops slowly and the spread effect and media influence is still weak. With the development of market economy, media audience is subdivided, "Focus" and "Minority" becomes a new trend of media development; With the progress of social democracy, the consciousness of citizen participation and self-government should be continually improved. The report at 18 th Party Congress emphasizes that "self-management, self-service, self-education, and self-oversight in exercising urban and rural community governance, in managing community-level public affairs and in running public service programs", and the first "community governance" has been written into the party's programmatic document. In the above context, the function and the role of community media can be highlighted in community governance.In the context of community governance the thesis taking the rise of "community media" of urban residential area in recent years as the object of study, observes the ecology of community media at different types of communities from the concepts and relationships of the definition of community, community governance and community media. And then the absence of media in community governance should be found, the reason and the constructive strategy of community media should be proposed. The thesis has six chapters, the first chapter introduces the research background,significance, status, and methods. The second chapter, includes the definition of concepts and interpretation of theories and the basic concepts and relative theories of community, community governance, community media are explained. The third and fourth chapters are the key chapter of this paper, the ecological status and the absence problem of community media in community governance, on the traditional neighborhood-style, the new commercial housing, intercultural communication and maturity typical in four different types of communities were analyzed in the third chapter; the fourth chapter systematically analyzes the phenomena and reasons of the absence of media in the contemporary community governance. In the fifth chapter, the path of the media construction in community governance can be analyzed, and thestrategies of improving the construction of community media, and promoting the progress of community governance were put forward; The sixth chapter propose the forecast to the community media.This article mainly applies literature review, field investigation, case analysis,and the ethnography research methods to study on the thesis, adopts journalism,communication, sociology, management, anthropology and other related theories to analyze a large number of domestic and foreign literature. And then I have a more clear understanding on the current status of research, mature experience of foreign community media construction and initial practice of Chinese community media. This thesis, focus on the absence phenomena of community media in community governance, through the observation of the ecological community media. The purpose and significance of the research emphasize how to promote the construction of community media and the development of community governance, as well as inducing the maximization of the media function in community governance, which has a certain theoretical significance and practical significance.
