Reported from the Nineteenth National Congress of Communist Party of China(CPC),a goal for social governance is pointed out,as known as‘Joint Construction,Joint Governance and Joint Sharing'.Community governance is the basis of social governance as well as the stability of society,resulted in footstone of grassroots.New media shall be reasonably functional due to its advantages and rapid development.t was emphasized to modernize national governance system and capability,and to complete social network management in the Forth Session of the Eighteenth National Congress of CPC.Therefore,not only will government be more connective to public,but also social governance will get supplementary if community governance makes a good use of new media.The study analyses practice of new media in three aspects,community residents,community new media management team and monitoring and appraisal system,in the case of Community X governance in Harbin by reviewing both domestic and foreign articles.Quantitative and qualitative methods are both applied in this study,for which 240 questionnaires were received and following interview was conducted.The results identify three scenarios,low ratio in using new media in residents,unprofessional labor force in new media team and delay in monitoring and appraisal process.The reasons are discovered and relevant resolutions are offered in terms of improving resident participation,enhancing community new media team construction and accomplishing community monitoring system.The resolutions are designed to improve using rate,to increase advertisement and to strengthen construction regarding community new media.It is confidently hopeful to maximize the function of new media in governance of Community X.
