Research On The Social Assistance Problem And Countermeasures Of Rural Disabled In Jilin Province

According to the second national handicapped person sampling survey results,the national total of 82.96 million for the disabled people in Jilin province disabled reached 1.9 million, accounting for 7.03% of the total population, the proportion of 6.34% above the national level.Jilin province as a big agricultural province, agricultural population 12.438 million people, accounting for 45.19% of the total population. Rural disabled population, because of the large rural population base than is bigger also, the huge social vulnerable groups problem that not allow to ignore.Disabled people often encounter various difficulties in the social life, and because of the division of urban and rural dual structure in China, the rural situation more difficult for they.As the development of the progress of the society and economy, the rural disabled group has failed to share the results.In today’s society, the rural disabled people in daily life, looking for a job discrimination and exclusion, seriously hurt the disabled community pride, difficulties in their own development on the one hand, on the other hand also caused the social burden.In order to help the disabled better integrated into the social life, improve the lives of people with disabilities, countries to take the form of social assistance to aid and support of the disabled groups, but relative to the city of disabled persons,rural surrounding environment for the disabled and the assistance condition obviously than urban people with disabilities.Therefore, the development of the rural disabled group problem needed to the attention of the society.This paper firstly combed the existing relevant academic point of view, and expounds the relevant theories of rural social assistance for the disabled as the theoretical basis; Secondly through the way of sampling investigation of disabled persons in rural areas of Jilin province, found that the current Jilin province rural social relief work for the disabled has made certain achievements, but the overall cultural level is not high, the employment rate is low, the present situation of the income at a lower level also affects the rural disabled group. According to this group, the specific situation and demand, analysis of the current social relief work in social insurance, education, housing, health care, employment, etc of the specific conditions of our country present stage, puts forward the corresponding countermeasures to solve the problem of Jilin province rural social assistance for the disabled and suggestion.
