Study On Status And Countermeasures Of Social Assistance For The Countryside Disabled In Langfang,Hebei Province

The guarantee system suitable for rural construction is an important measure to ensure the willingness of local farmers to live happily.It is also an important part of new rural construction in China.In the process of building a new countryside,we have to mention the social assistance system for the disabled in rural areas.The performance of the system has an important impact on the construction of the new countryside.With the efforts of the governments at all levels in Langfang,the life and cause of the disabled in the rural areas of Langfang have been greatly improved,and the strong atmosphere of helping the disabled in the rural areas has been formed,which is a remarkable achievement.However,in the process,some serious problems have also been exposed.First,the living standard and development degree of the disabled in rural areas still lag behind the living standard and the level of the development of the Langfang city.There will be a long way to go in the future.Second,the strength of the municipal government to help the rural disabled is less than that of the urban disabled.Third,there are still serious discrimination against rural disabled people in finding jobs.Some severely handicapped people are hard to find suitable jobs.All these problems affect the development of social relief system for rural disabled people in Langfang.Based on this,this paper studies the social relief for the disabled in rural areas in Langfang,analyzes the existing problems,and puts forward some targeted solutions.First,this paper studies the status and significance of the social assistance for the disabled in Langfang of Hebei Province,the domestic and foreign references of the social assistance for the disabled in rural areas,and summarize the research content,the research scheme and the innovation and inadequacies of this article.Then,it expounds the basic theory of social assistance for the disabled in rural areas,including the definition and classification of the disabled,the concept and characteristics of social assistance,the basic function of social assistance,the concept of the assistance for the disabled in rural areas,and the main contents of the assistance for the disabled in rural areas.On this basis,the present situation,problems and causes of social assistance for disabled people in rural areas of Langfang City,Hebei province are analyzed.First of all,from the minimum living security situation,educational assistance and medical assistance and rehabilitation and other three aspects of the rural disabled in Langfang city of Hebei Province,the status of social assistance for the disabled.On this basis,the problems of social assistance for disabled people in rural areas of Langfang City,Hebei province are summarized.In view of the existing problems,this paper analyzes the reasons for their existence,including the factors of rescue system,government factors,the composition of rescue objects and individual factors.Finally,in view of the existing problems,it puts forward the principles and Countermeasures of improving the rural social assistance for the disabled in Langfang,Hebei province.The specific recommendations include the rational determination of the object of assistance,the change of a single channel of social assistance funds,the improvement of the laws and regulations of the rural social assistance,the improvement of the management mechanism of the rural social assistance in Langfang,the improvement of the responsibility of the government,the establishment of the supervision mechanism and the improvement of other supporting measures.
