Research On Government Responsibility In Employment Assistance For Disabled Persons

With the promulgation and implementation of the Employment Regulations for the Disabled and the vigorous development of the disabled,the employment of the disabled in China has been greatly improved.However,the overall situation of the employment of the disabled is still far from the employment needs of the disabled.The employment of the disabled is a long and arduous task.This paper studies the government responsibility in the employment assistance of disabled people in Chenzhou City through the form of case study,with the theoretical analysis to of the government function theory and the market failure theory.First of all,this thesis analyzes and summarizes carefully the relevant research results of foreign and domestic employment issues based on the research needs.Secondly,the specific responsibilities of the government in the employment assistance for the disabled are clarified through the interpretation of relevant laws,regulations and policies.Thirdly,The thesis investigates the basic situation of employment assistance for disabled people in Chenzhou City and the status of the government's responsibility in the employment assistance for them through the questionnaire and the nonstructured interview method.Through the statistics and analysis of the investigation data,it is found that the Chenzhou Municipal Government has a lack of responsibility in supporting the employment of the disabled,which is manifested in the inadequacy of the implementation of policies,the abuse of funds,insufficient social participation,and offside responsibilities of the government.The main reasons are weak executive power,weak supervision,lack of social mobilization,unclear positioning and responsibilities of,and lack of effective overall planning and comprehensive coordination of the government.Finally,based the lack of responsibility of the government in the employment assistance for the disabled,the paper proposes the ways for the government in assisting the disabled in employment:first,to enhance the government's executive power;second,to strengthen government's supervisory;third,to strengthen social mobilization for assisting the disabled in employment.The social mobilization of support work;the fourth is to further clarify the government's responsibility in the employment assistance for the disabled;the fifth is to strengthen the government's overall planning and comprehensive coordination of employment assistance for the disabled.
